The percentage <strong>of</strong> solvent used that evaporates during cleaning operations will depend<br />

on the volatility <strong>of</strong> the solvent and on the type cleaning operation. Any materials such as<br />

rags or sponges that come into contact with the solvent must also be considered part <strong>of</strong> the<br />

solvent cleaning system and disposed <strong>of</strong> properly.<br />

Since marine coatings are mostly air dried, it is generally impractical to capture air<br />

emissions from coating operations and until recently, to duct air emissions into abatement<br />

devices such as incinerators or adsorbers. The use <strong>of</strong> low solvent (VOC or HAP) containing<br />

coatings and high performance coatings provide a suitable means <strong>of</strong> achieving lower volatile<br />

emissions from coating <strong>of</strong> ships. Such coatings will lead to lower life cycle costs and<br />

emissions, since the ship will require less rework. EPA has recently approved the use <strong>of</strong><br />

technology for capturing and destroying air pollutant emissions from the application <strong>of</strong><br />

coatings to the hull <strong>of</strong> a ship. 29<br />

14.26.8 SOLVENT WASTE<br />

The waste cleaning solvent is handled differently by different shipyards. Facilities that use<br />

different type solvents for cleaning and thinning, or utilize multiple cleaners may select disposal<br />

rather than recycling for re-use. This decision is typically based on cost. Other facili-<br />
