tives. Four effect-oriented directives provide objectives for water with specific end uses:<br />

Bathing Water, Drinking Water, Fish Water and Shellfish Water, and Fresh Water Quality<br />

Information Exchange. Seven source-oriented directives focus on the elimination or reduction<br />

<strong>of</strong> pollution at the source: Asbestos, Dangerous Substances, Groundwater, Nitrate, Titanium<br />

Dioxide, Urban Wastewater, and Water Pollution Information Exchange. 64<br />

Solid and hazardous waste has received great attention in recent years, and directives<br />

have been developed to address their definition, classification, generation, management,<br />

and transport across frontiers. In 1993, EU implemented the European Waste Catalogue<br />

which defines 15 categories <strong>of</strong> waste and a residual category intended to capture any materials,<br />

substances, or products not included in those categories. There are 27 substances defined<br />

as toxic and hazardous waste for which specific information had to be provided during<br />

transport: nature, composition, quantity <strong>of</strong> waste, and sender’s and receiver’s name. 65<br />

19.8 TOOLS AND RESOURCES FOR SOLVENTS<br />

Various s<strong>of</strong>tware tools have been developed to identify environmentally benign alternative<br />

solvents or equipment modifications to reduce the amount <strong>of</strong> toxic and volatile solvents.<br />

Some tools have attempted to consider life cycle impact in their selection methodologies,<br />

but these are the exceptions rather than the rule. This section provides a brief description <strong>of</strong><br />

some <strong>of</strong> the tools and resources available to assist in solvent and equipment replacement. In<br />

addition, a hotline listing is provided (Table 19.8). Some <strong>of</strong> these tools are the result <strong>of</strong> years<br />

<strong>of</strong> research and development by the National Risk Management Research Laboratory <strong>of</strong><br />

EPA’s Office <strong>of</strong> Research and Development. This laboratory has been researching solvent<br />

abatement, 66 replacement, reduction, 67 complete elimination for cleaning and coating operations,<br />

and developing tools 68 to assess the overall environmental impact <strong>of</strong> alternative approaches.<br />
