Measuring principle:<br />

The VOCs are totally evaporated from a very small amount (a few milliliters) <strong>of</strong> the<br />

thinned original sample by means <strong>of</strong> a head-space injector and subsequent gas chromatographic<br />

analysis.<br />

All components, whose retention time is lower than the retention time <strong>of</strong> tetradecane<br />

(boiling point 252.6°C) are included as VOCs.<br />

18.1.4 MEASUREMENT OF SOLVENT EMISSIONS IN INDUSTRIAL PLANTS<br />

18.1.4.1 Plant requirements<br />

In spite <strong>of</strong> considerable reductions in the use <strong>of</strong> organic solvents, the worldwide-adopted<br />

ozone values in the troposphere are not being attained. It is crucial to apply consistent measures<br />

worldwide to reduce solvent emissions.<br />

In Europe, for example, the Council Directive 1999/13/EG 1 “On limiting emissions <strong>of</strong><br />

volatile organic compounds, due to the use <strong>of</strong> organic solvents in certain activities and installations”<br />

[EU-VOC-Richtlinie] came into force on March 11, 1999. It has to be transferred<br />

into national laws within two years. The application area refers to activities in<br />

applying solvents, as enlisted in Appendix IIA <strong>of</strong> the EU-VOC-Richtlinie (Table 18.1.3).<br />
