In response to the P2 Act and<br />

to help promote source reduction,<br />

EPA established various prevention<br />

programs and initiatives:<br />

• 33/50 Program - A very successful<br />

EPA experimental program<br />

based on voluntary<br />

industry participation. Companies<br />

that reported to TRI any<br />

<strong>of</strong> the 17 target chemicals were<br />

encouraged to participate voluntarily<br />

to meet a 33 and 50<br />

percent reduction by 1992 and<br />

1995, respectively. Over 1000<br />

companies participated in this<br />

program achieving a 55 percent<br />

reduction, which translates<br />

to an overall reduction <strong>of</strong><br />

340 x 106 kg (750 x 106 lb) <strong>of</strong><br />

toxic chemical releases and<br />

• Common Sense Initiative (CSI) −This initiative consisted <strong>of</strong> six pilot sectors: automobile<br />

manufacturing, computer and electronics, iron and steel, metal finishing,<br />

printing, and petroleum refining. The CSI idea was to focus on environmental management<br />

by industrial sector rather than by environmental medium. 48 More information<br />

• Source Reduction Review Project (SRRP) 49 − This was a pilot program designed to<br />

ensure that source reduction measures and multimedia issues were considered<br />

during the development <strong>of</strong> air, water, and hazardous waste regulations affecting 17<br />

industrial categories. The SRRP was established to provide a model for the<br />

regulatory development process throughout EPA. Some progress has been made,<br />

but most regulations are still developed primarily based on a single medium and,<br />

while source reduction is encouraged, add-on control technologies are the basis <strong>of</strong><br />

the regulations.<br />

• Project XL (eXcellence and Leadership) − This is another pilot program recently<br />

established by EPA to promote the use <strong>of</strong> innovative approaches rather than<br />

conventional regulatory and policy strategies to achieve more cost-effective
