In 1995, under Section 183(e), EPA generated a list <strong>of</strong> consumer and commercial<br />

products categories to be regulated which accounted for at least 80 percent <strong>of</strong> the VOC<br />

emissions from such products in ozone non-attainment areas. 28 The list was divided into<br />

four groups, and each group is to be regulated every 2 years (starting in 1997) based on the<br />

best available controls (BACs). These four groups are listed in Table 19.6. 29 The term control<br />

is broad, including not only end-<strong>of</strong>-pipe control technology, but also source reduction<br />

alternatives. The product categories were selected for regulation based on eight criteria developed<br />

to address five factors outlined in Section 183(e)(2):<br />

1. utility<br />

2. commercial demand<br />

3. health or safety functions<br />

4. content <strong>of</strong> highly reactive compounds<br />

5. availability <strong>of</strong> alternatives<br />

6. cost effectiveness <strong>of</strong> controls<br />

7. magnitude <strong>of</strong> annual VOC emissions<br />

8. regulatory efficiency and program considerations
