In terms of ideology, a secret letter, dated 1900, by Military govern<strong>or</strong><br />

of Kutaisi province, Maj<strong>or</strong> General Gershelman is also interesting,:<br />

"by the <strong>or</strong>der №2771, March 17, 1898, of the Ge<strong>or</strong>gian-Imeretian<br />

synodal office teaching Ge<strong>or</strong>gian language is absolutely prohibited at<br />

schools in Apkhazeti and Samurzakano…" by this document Russians<br />

considered the Samurzakano (Gali!) Megrels as representatives of a different<br />

nation who had a different "language" and contrasted them with<br />

the rest of the Ge<strong>or</strong>gians.<br />

In 1918-20, during those three years of the rest<strong>or</strong>ed independence<br />

of Ge<strong>or</strong>gia the Empire’s pressure on the linguistic-ethnic identity of<br />

Ge<strong>or</strong>gians naturally decreased and the rights of Ge<strong>or</strong>gian language rest<strong>or</strong>ed.<br />

At the same time, Ge<strong>or</strong>gian government showed traditional Ge<strong>or</strong>gian<br />

tolerance to the linguistic rights of min<strong>or</strong>ities, which meant that the<br />

citizens of other nationalities could address the supreme legislative body<br />

in their own languages, and the delegate elected to the Ge<strong>or</strong>gian parliament<br />

in 1918-1921 could make a speech in his own language if it was<br />

understood by at least one member of the presidium. The status of Apkhazeti<br />

– inc<strong>or</strong>p<strong>or</strong>ated into Ge<strong>or</strong>gia – has been defined as autonomous,<br />

etc. Namely, chapter 14 of the "Constitution of Ge<strong>or</strong>gia", adopted by the<br />

founding assembly of Ge<strong>or</strong>gian Democratic Republic on February 21,<br />

1921, is dedicated to the rights of national min<strong>or</strong>ities; <strong>f<strong>or</strong></strong> instance, in<br />

acc<strong>or</strong>dance with Article 137, a delegate of other ethnic <strong>or</strong>igin who had<br />

no knowledge of the Ge<strong>or</strong>gian language could make a speech in his own<br />

native tongue.<br />

Russian imperial politics continued after the Bolshevik annexation<br />

of Ge<strong>or</strong>gia in 1921.<br />

The empire of Lenin's period and later, of Stalin, Khrushchev,<br />

Brezhnev and G<strong>or</strong>bachev attempted not only to fragment<br />

Ge<strong>or</strong>gia’s territ<strong>or</strong>y but also to estrange certain groups of Ge<strong>or</strong>gians<br />

from their Kartvelian hist<strong>or</strong>y, culture and a unified linguistic<br />

identity. They were well aware of the fact that division of a nation’s<br />

creat<strong>or</strong> – a native language into several "language systems"<br />

by means of linguistic "science" diversions is the highest pri<strong>or</strong>ity<br />

while disintegrating a nation. It is significant that the current Russian<br />

Empire (of Putin-Medvedev and Dugin) applies much m<strong>or</strong>e<br />
