manipulated demographic processes to its own advantage – exiled the<br />

Ge<strong>or</strong>gians and Abkhazs from Ge<strong>or</strong>gia and instead of them settled its faithful<br />

ethnic groups, such as Russians, Armenians, Ossetians, etc. – on the territ<strong>or</strong>y<br />

of Ge<strong>or</strong>gia) 387<br />

- their native language does not represent a state language of any of<br />

Beyond the presented criteria, exception can be made only <strong>f<strong>or</strong></strong><br />

such native languages of non-autochthonous ethnic min<strong>or</strong>ities that have<br />

no other native land rather than Ge<strong>or</strong>gia and whose native languages are<br />

in danger of extinction.<br />

Cf.: the following groups cannot be regarded as constituting hist<strong>or</strong>ical<br />

population of Ge<strong>or</strong>gia, neither are the native languages of the following<br />

groups threatened: Russians, Greeks, Kurds, Yezidis, Ukrainians,<br />

Chechens (/Kists), Khundz (Avarians), Lithuanians, Estonians, Germans,<br />

etc. There<strong>f<strong>or</strong></strong>e, these languages must not be included in the list of languages<br />

annexed to the ratification documents of the "<strong>European</strong> <strong>Charter</strong><br />

<strong>f<strong>or</strong></strong> <strong>Regional</strong> <strong>or</strong> Min<strong>or</strong>ity Languages". Linguistic rights of these ethnic<br />

groups must be protected under The Hague and Oslo International acts.<br />

Due to the fact that experts pay special attention to the issue of native<br />

languages of Azeris and Armenians, discuss the hist<strong>or</strong>y of these linguistic<br />
