Acc<strong>or</strong>ding to paragraphs 18-20 and 30-37 of the <strong>Charter</strong>, the term<br />

"regional <strong>or</strong> min<strong>or</strong>ity language" is a unified concept that inc<strong>or</strong>p<strong>or</strong>ates<br />

three types of language of indigenous hist<strong>or</strong>ical (autochthonous) ethnic<br />

group in the state:<br />

- non-state language, which is a native language <strong>f<strong>or</strong></strong> the autochthonous<br />

min<strong>or</strong>ity of the state, though principal population of a given region<br />

of this state; this type is regarded as a "regional language" in the<br />

though non-principal population of a given state that cannot be identified<br />

with a particular area; the auth<strong>or</strong>s of the <strong>Charter</strong> designate such<br />
