Paragraph 32 of the Explanat<strong>or</strong>y Rep<strong>or</strong>t To the ECRML<br />

(different language, other than the state language):<br />

"These languages must clearly differ from the other language <strong>or</strong> languages<br />

spoken by the remainder of the population of the state. The charter does<br />

not concern local variants <strong>or</strong> different dialects of one and the same language.<br />

However, it does not pronounce on the often disputed question of the point at<br />

which different <strong>f<strong>or</strong></strong>ms of expression constitute separate languages… Acc<strong>or</strong>dingly,<br />

it will be left to the auth<strong>or</strong>ities concerned within each state, in acc<strong>or</strong>dance<br />

with its own democratic processes, to determine at what point a <strong>f<strong>or</strong></strong>m of<br />

expression constitutes a separate language".<br />
