2.3.1. State Official Language/Languages and its Local Carieties<br />

2.3.1.1. A State Language as a Nation-wide Language and a<br />

Problem of Integration. Acc<strong>or</strong>ding to the hist<strong>or</strong>ical sources, the Ge<strong>or</strong>gian<br />

literary language is a state language in Ge<strong>or</strong>gia from the 3 rd<br />

century<br />

BCE until the modern-day period, at the same time the Ge<strong>or</strong>gian literary<br />

language is continuously used as a language of liturgy.<br />

During the period when Ge<strong>or</strong>gia was occupied by the Russian<br />

empire the language of the empire mainly served as a state language;<br />

during the same period the Russian language was established as a<br />

means of communication with old and new migrants settled in Ge<strong>or</strong>gia.<br />

The process of de-occupation of Ge<strong>or</strong>gia has started ; there<strong>f<strong>or</strong></strong>e, hopefully,<br />

soon the time will come when Ge<strong>or</strong>gian language – the state language<br />

of Ge<strong>or</strong>gia will serve as a tool of communication between the<br />

Ge<strong>or</strong>gian citizens of different ethnic <strong>or</strong>igins 372<br />

It is notew<strong>or</strong>thy that the integration problem of Ge<strong>or</strong>gian citizens<br />

of Armenian and Azeri ethnic <strong>or</strong>igin is adequately analyzed by Jonathan<br />

Wheatley; here is one of his statements:"the second main challenge<br />

that Ge<strong>or</strong>gia would face were it to implement the ECRML: how<br />

to promote the use of regional <strong>or</strong> min<strong>or</strong>ity languages in public life without<br />

undermining Ge<strong>or</strong>gian as the state language <strong>or</strong> impeding the integration<br />

of national min<strong>or</strong>ities into Ge<strong>or</strong>gian public life by discouraging<br />

them from learning Ge<strong>or</strong>gian. Here the emphasis is on those min<strong>or</strong>ities<br />

that live in compact settlements and are generally unable to speak Ge<strong>or</strong>gian,<br />

in other w<strong>or</strong>ds the Armenian min<strong>or</strong>ity in Akhalkalaki and Ninotsminda<br />

districts (Javakheti), the Azeri min<strong>or</strong>ity in Kvemo Kartli and the<br />

Ossetian min<strong>or</strong>ity in the <strong>f<strong>or</strong></strong>mer Autonomous Region of South Ossetia".<br />
