those regarding unprotected languages of hist<strong>or</strong>ical min<strong>or</strong>ities ".<br />

The "<strong>European</strong> <strong>Charter</strong> <strong>f<strong>or</strong></strong> <strong>Regional</strong> <strong>or</strong> Min<strong>or</strong>ity Languages" is<br />

focused only on survival and development of a language of hist<strong>or</strong>ically<br />

residing (autochthonous) though non-principal ethnic group in a given<br />

state rather than on linguistic rights of ethnic min<strong>or</strong>ities in general<br />

terms.<br />

Cf.: the <strong>Charter</strong> clearly states that "it does not include the languages<br />

of migrants" (Article 1a, II), and there<strong>f<strong>or</strong></strong>e, its aim is not to stipulate<br />

the linguistic rights of min<strong>or</strong>ities.<br />

Below please find essential mechanism <strong>f<strong>or</strong></strong> survival and development<br />

of a language of hist<strong>or</strong>ical, autochthonous though non-principal<br />

ethnic population residing in a given state stipulated by the "<strong>European</strong><br />

<strong>Charter</strong> <strong>f<strong>or</strong></strong> <strong>Regional</strong> <strong>or</strong> Min<strong>or</strong>ity Languages":<br />

Part II, Article 7 – Objectives and principles:<br />

1. In respect of regional <strong>or</strong> min<strong>or</strong>ity languages, within the territ<strong>or</strong>ies<br />

in which such languages are used and acc<strong>or</strong>ding to the situation of<br />

each language, the Parties shall base their policies, legislation and practice<br />

on the following objectives and principles:<br />

a) the recognition of the regional <strong>or</strong> min<strong>or</strong>ity languages as an expression of<br />

cultural wealth;<br />

b) the respect of the geographical area of each regional <strong>or</strong> min<strong>or</strong>ity language<br />

in <strong>or</strong>der to ensure that existing <strong>or</strong> new administrative divisions do not<br />
