In April 1999 Ge<strong>or</strong>gia became a member of the Council of Europe;<br />

there<strong>f<strong>or</strong></strong>e, our country has undertaken an obligation to join the<br />

charter entitled "<strong>European</strong> <strong>Charter</strong> <strong>f<strong>or</strong></strong> <strong>Regional</strong> <strong>or</strong> Min<strong>or</strong>ity Languages"<br />

(ECRML) within the period of one year. The obligation has not yet been<br />

fulfilled.<br />

The ECRML aims to promote the protection of linguistic-cultural<br />

heritage of hist<strong>or</strong>ical (autochthonous) min<strong>or</strong>ity; auth<strong>or</strong>s of the ECRML<br />

considered a state’s territ<strong>or</strong>ial integrity and integration of min<strong>or</strong>ities as<br />

essential, there<strong>f<strong>or</strong></strong>e it was left to the auth<strong>or</strong>ities concerned to deal with<br />

the following two issues:<br />

- Where is the boundary between the hist<strong>or</strong>ical (autochthonous) and<br />

migrant ethnic min<strong>or</strong>ities cf.: some experts have proposed W<strong>or</strong>ld War I;<br />

Is a 100-year boundary acceptable <strong>f<strong>or</strong></strong> a newly de-occupied country that<br />

has been annexed <strong>f<strong>or</strong></strong> the last 200 years?<br />

- How to distinguish between a min<strong>or</strong>ity language related to a state<br />

language and a dialect of a state language?<br />

The proposed book deals with:<br />

- The Language <strong>Charter</strong>’s principal terms and objectives;<br />

- Linguistic analysis of Linguistic varieties of the Ge<strong>or</strong>gian state language<br />

– Kartvelian idioms and the ways of their preservation.<br />

- Mechanisms of safeguarding linguistic rights of the Abkhazian language<br />

as well as other ethnic min<strong>or</strong>ities residing in Ge<strong>or</strong>gia.<br />
