There is not hist<strong>or</strong>ical autochthonous min<strong>or</strong>ity in Ge<strong>or</strong>gia (the issue<br />

of Abkhazs will be discussed later); thus, by strictly following the<br />

principles of the <strong>Charter</strong>and taking into account the state language status<br />

of the Abkhazian, Ge<strong>or</strong>gia can ratify the "<strong>European</strong> <strong>Charter</strong> <strong>f<strong>or</strong></strong> <strong>Regional</strong><br />

<strong>or</strong> Min<strong>or</strong>ity Languages" and, at the same time, either not compile<br />

a list of the regional <strong>or</strong> min<strong>or</strong>ity languages at all <strong>or</strong> not activate Part III<br />

of the <strong>Charter</strong> (paragraps 42 and 49 of "Explanat<strong>or</strong>y Rep<strong>or</strong>t" provide a<br />

basis <strong>f<strong>or</strong></strong> such option).<br />

The state of Ge<strong>or</strong>gia may express good will towards the languages<br />

of those migrants who settled in the country pri<strong>or</strong> to the Russian occupation<br />

(be<strong>f<strong>or</strong></strong>e 1801), those who have no prospects of survivaldevelopment<br />

in other places rather than Ge<strong>or</strong>gia; <strong>f<strong>or</strong></strong> instance, Ossetian<br />

language 419<br />

(see below).<br />

Wicherkiewicz’ group, the <strong>Charter</strong> Provisions must cover 12 languages;<br />

by providing Armenian and Azeri with higher level of protection (under<br />

Part III) and the following 10 languages – with lower level of protection:<br />

Russian, Greek, Hebrew, Kurd/Yezidi, Ukrainian, Chechen/Kist,<br />

Assyrian, Avarian, Megrelian-Laz, Svan (pp. 36-37).<br />

2.3.3. Languages of Non-hist<strong>or</strong>ical Min<strong>or</strong>ities<br />

The area inhabited by the Ge<strong>or</strong>gian nation (the one where the<br />

Ge<strong>or</strong>gians are autochthon) is much larger that the present-day territ<strong>or</strong>y<br />

within the official boundaries. Due to invasions during the centuries<br />

Ge<strong>or</strong>gia lost its hist<strong>or</strong>ical territ<strong>or</strong>ies; given the current state b<strong>or</strong>ders, it<br />

caused autochthon Ge<strong>or</strong>gians to become residents of the states established<br />

by other dominant ethnoses.<br />

There is no single autochthonous (residing since time immem<strong>or</strong>ial)<br />

ethnic min<strong>or</strong>ity within the b<strong>or</strong>ders of the state of Ge<strong>or</strong>gia; especially<br />

the one which has a state located adjacent to Ge<strong>or</strong>gia (cf.: the Ge<strong>or</strong>gians<br />
