"<strong>European</strong> <strong>Charter</strong> <strong>f<strong>or</strong></strong> <strong>Regional</strong> <strong>or</strong> Min<strong>or</strong>ity Languages", i.e. hist<strong>or</strong>ical<br />

min<strong>or</strong>ities.<br />

Due to the fact that the term National Min<strong>or</strong>ity is well-established<br />

in the field of international law, it would be m<strong>or</strong>e reasonable to use the<br />

terms "national min<strong>or</strong>ity" and "ethnic min<strong>or</strong>ity" as synonyms.<br />

We think that, under certain condition, Abkhazs may be considered<br />

as national (ethnic) min<strong>or</strong>ity as they have no prospects to maintain<br />

their identity anywhere else; acc<strong>or</strong>dingly, it is logical that, in acc<strong>or</strong>dance<br />

with the Constitution of Ge<strong>or</strong>gia, the Abkhazian language, in<br />

combination with the Ge<strong>or</strong>gian language, enjoys the status of a state<br />

language (data on Abkhazia: Abkhazs and Ge<strong>or</strong>gians are 17% and 47%<br />

of the population, respectively).<br />

While deciding the issue on assigning the "hist<strong>or</strong>ical min<strong>or</strong>ity" status to<br />

the other ethnic groups, it is imp<strong>or</strong>tant to consider the hist<strong>or</strong>y and the size of<br />

the group. F<strong>or</strong> instance, acc<strong>or</strong>ding to 2002 census, there are m<strong>or</strong>e than 60 ethnic<br />

groups of residents who hold citizenship. These groups are as follows: the<br />

Tajiks – 15 persons, the Chinese – 47; the Romanies – 472; the K<strong>or</strong>eans – 22;<br />

the Persians – 47; the Kurds – 2514; the Ingushs – 9; the Kists – 7110; the<br />

Czechs – 46, etc. also, cf.:<br />

Naturally, the ECRML must not cover the languages of nonhist<strong>or</strong>ical<br />

(new) ethnic groups within the Ge<strong>or</strong>gian context, members of<br />

which hold citizenship. At the same time, criteria (residence hist<strong>or</strong>y,<br />

number of citizens, level of endangered status, etc.) are to be defined in<br />

<strong>or</strong>der to classify the ethnic groups as (1) ethnic (national) min<strong>or</strong>ities, (2)<br />

diasp<strong>or</strong>as (new min<strong>or</strong>ities), and (3) new migrants.<br />
