§ A1004 BROOME COUNTY ADMINISTRATIVE CODE § A1002-A<br />

§ A1004. Rules and regulations.<br />

The <strong>County</strong> Legislature shall have the power by resolution, local law or ordinance to establish<br />

such rules, regulations and charges relating to the Department of Public Transportation as it<br />

may deem necessary. Any such rules, regulations or charges so established shall become valid<br />

upon being filed with the <strong>County</strong> Executive, the Commissioner of Public Transportation and<br />

the Department of Finance.<br />

§ A1005. Deputies.<br />

The Commissioner of Public Transportation shall appoint a Deputy Commissioner of Public<br />

Transportation and such other deputies as shall be authorized by the <strong>County</strong> Legislature. All<br />

Deputy Commissioners shall serve at the pleasure of the Commissioner of Public<br />

Transportation and shall have the authority to act generally for and in place of said<br />

Commissioner. The designation or designations shall be in writing and filed in the Department<br />

of Records, and copies thereof shall be filed with the <strong>County</strong> Executive and with the Clerk of<br />

the <strong>County</strong> Legislature.<br />

Department of Aviation<br />

§ A1001-A. Department of Aviation; Commissioner; appointment; qualifications.<br />

There shall be a Department of Aviation headed by a Commissioner. The method of choosing<br />

the Commissioner shall be as provided in § C1001-A of Article X-A of the Charter. The<br />

qualifications of the Commissioner of Aviation shall be as follows: He shall have at least two<br />

years' experience as director of an airport operation; or five years' experience as assistant<br />

director; or equivalent combination of the two; and such other additional qualifications as may<br />

be prescribed by the <strong>County</strong> Legislature.<br />

§ A1002-A. Powers and duties.<br />

The Commissioner of Aviation shall:<br />

(A) Have all powers and duties in relation to the <strong>County</strong> airport facilities subject to such<br />

control by federal and state aviation agencies and statutes as may be applicable.<br />

(B) Have charge, supervision and custodial care of all buildings or other <strong>County</strong>-owned<br />

facilities located upon or used in connection with the <strong>County</strong> airport.<br />

(C) Have charge and supervision of the <strong>County</strong> airport, including the maintenance, repair and<br />

alterations of all runways and other airport facilities which are subject to control by<br />

federal and state aviation agencies.<br />

(D) Have charge of and have the duty of performing other functions concerning the airport<br />

facilities and other modes of transportation as the <strong>County</strong> Executive and/or the <strong>County</strong><br />

Legislature may from time to time direct.<br />
