The Director, upon receipt of the proposed operation and maintenance expense<br />

budget, shall proceed to make such review and investigation and conduct said<br />

hearings thereon as he or she may deem necessary. The Board of Trustees and all<br />

college officers shall cooperate with the Director in this review. In the event that<br />

the Trustees fail to submit a proposed operation and maintenance budget by May<br />

15, the Director shall prepare the proposed budget.<br />

Upon completion of the review and investigation of the proposed operation and<br />

maintenance expense budget, the Director shall submit the budget and his or her<br />

comments to the <strong>County</strong> Executive.<br />

The <strong>County</strong> Executive shall review the Board's proposed operation and<br />

maintenance expense budget and the comments of the Budget Director and shall<br />

prepare the proposed budget for the college for the ensuing fiscal year for current<br />

operating purposes. The budget prepared by the <strong>County</strong> Executive shall be in a<br />

format prescribed by § C603 of the Charter.<br />

The <strong>County</strong> Executive shall prepare a proposed appropriation resolution referring<br />

to the tentative proposed college budget and making provision for the conduct of<br />

the college for the ensuing fiscal year.<br />

On or before the 15th of June each year, the <strong>County</strong> Executive shall submit to the<br />

Clerk of the <strong>County</strong> Legislature and make available to the public the tentative<br />

college budget for the ensuing fiscal year and the proposed appropriation<br />

resolution as prescribed in Subsection 4(e) of this section, together with the<br />

accompanying budget message as prescribed by Article VI of the Charter.<br />

(a)<br />

The <strong>County</strong> Legislature, or a Committee designated by that body, shall<br />

review the tentative college budget and the budget message as submitted by<br />

the <strong>County</strong> Executive and shall file with the Clerk of the Legislature a report,<br />

including any recommendations propose therein. Such report shall become a<br />

public record in the office of the Clerk of the Legislature, and copies thereof<br />

shall be made available by such Clerk for distribution.<br />

(g)<br />

Not later than July 15, the <strong>County</strong> Legislature, or a Committee designated by the<br />

<strong>County</strong> Legislature, shall hold a public hearing on the tentative college budget and<br />

the budget message submitted by the <strong>County</strong> Executive. The Clerk of the <strong>County</strong><br />

Legislature shall cause to be printed or otherwise reproduced sufficient copies of<br />

the same as determined by the <strong>County</strong> Executive, except that more than 100 copies<br />

of the same may be ordered, printed or reproduced by resolution of the <strong>County</strong><br />

Legislature. The copies shall be made available for distribution not less than five<br />

days prior to the holding of said public hearing. Not less than seven days prior to<br />

such public hearing, the Clerk of the <strong>County</strong> Legislature shall cause to be<br />

published a notice of said public hearing. The notice shall state the time, place and<br />

purpose of such hearing and shall state that copies of the tentative college budget<br />

are available at the Office of the Clerk of the <strong>County</strong> Legislature and may be<br />

inspected or procured thereat by any interested person during regular business<br />

hours. This notice shall be published at least once in the official newspaper(s) and<br />

other newspapers as may be designated by the <strong>County</strong> Legislature. The hearing<br />
