operate or render for itself. The costs and expenses incurred, as well as charges for central<br />

facilities and administrative services relating thereto, shall be borne proportionately by each<br />

such contracting party as agreed upon.<br />

A<strong>RT</strong>ICLE XXVI<br />

General Provisions<br />

§ C2601. Administrative and advisory boards. [Amended 4-4-1991 by L.L. No. 10-1991]<br />

The Board of Trustees of <strong>Broome</strong> Community College shall have such powers and only such<br />

powers as those specified in the Educational Law of the State of New York. Except as<br />

provided in such Education Law, such Board shall be advisory and subject to the provisions<br />

of this Charter and Administrative Code.<br />

Except as otherwise provided in this Charter, every other board the members of which are<br />

appointed shall be an advisory board consisting of such members, and the members thereof<br />

shall be appointed for such terms as are or may be provided in the Administrative Code.<br />

§ C2602. Approval of contracts.<br />

All contracts entered into by the <strong>County</strong> shall be executed in the manner as provided in this<br />

Charter or Administrative Code or as directed by the <strong>County</strong> Legislature.<br />

§ C2603. Civil service rights continued; status of certain <strong>County</strong> officers previously<br />

appointed; removal of certain <strong>County</strong> officers.<br />

The civil service status and rights of all <strong>County</strong> employees and their beneficiaries, including<br />

but not limited to those with respect to retirement and social security, shall not be affected by<br />

this Charter and Administrative Code. Except as otherwise provided in this Charter, the terms<br />

of all <strong>County</strong> officers whose appointment under this Charter is vested in the <strong>County</strong> Executive<br />

shall terminate on December 31, 1968, provided that any such officer, unless removed, shall<br />

continue to serve until his successor is appointed and has qualified or until an interim<br />

appointment is made. Any <strong>County</strong> officer appointed by the <strong>County</strong> Executive or <strong>County</strong><br />

Legislature, except as otherwise provided by state law, may be removed after receipt or<br />

written notice from the appointing authority. A copy of such notice shall be filed in the office<br />

of the Clerk of the <strong>County</strong> Legislature.<br />

§ C2604. Classified service; exemptions. [Amended 8-17-1982 by L.L. No. 7-1982;<br />

3-1998]<br />

All positions in all departments, officers, institutions and agencies of the <strong>County</strong> shall be in<br />

the classified service, except those held by the following: (1) elective officers; (2) heads of<br />

departments; (3) members of all boards, commissions and committees; and (4) the<br />

Commissioner of Jurors. For the purpose of this section, the heads of the divisions within the<br />

Executive Branch, including but not limited to Budget and Research, the Division of<br />

Information Technology and the Division of Solid Waste Management, shall be deemed to be<br />
