monthly statement shall have attached thereto a certification by the Commissioner of Planning<br />

and Economic Development to the effect that the same is in all respects a full and true<br />

statement of all moneys received by him for the preceding month. At the time of rendering<br />

any such statement, the Commissioner of Planning and Economic Development shall pay to<br />

the Commissioner of Finance all moneys received by him since the last preceding monthly<br />

statement. Other funds or fees received or collected by the Commissioner of Planning and<br />

Economic Development shall be paid over and reported to the Commissioner of Finance as<br />

above provided, except where otherwise specifically provided by statute.<br />

A<strong>RT</strong>ICLE XVI<br />

Department of Personnel<br />

§ A1601. Department of Personnel; Personnel Officer; appointment; term;<br />

qualifications.<br />

There shall be a Department of Personnel headed by a Personnel Officer. The term of office<br />

shall be as prescribed in § 15(b) of the Civil Service Law of the State of New York. Pursuant<br />

to § C1602 of Article XVI of the Charter, the Personnel Officer shall be appointed by the<br />

<strong>County</strong> Executive, subject to confirmation by the <strong>County</strong> Legislature. Throughout his term of<br />

office, the Personnel Officer shall devote his whole time to the duties of his office, shall hold<br />

no elective office and shall hold no other public office or be engaged in any employment,<br />

business or professional activity with any governmental unit without compliance with<br />

§ C2610.<br />

§ A1602. Powers and duties.<br />

The Personnel Officer shall have and exercise all the powers and duties heretofore or hereafter<br />

lawfully granted or imposed by the Charter, this Code, local law, ordinance or resolution of<br />

the <strong>County</strong> Legislature, order or direction of the <strong>County</strong> Executive or by any applicable<br />

provision of any act of the State Legislature not inconsistent with the Charter or this Code.<br />

§ A1603. Reports.<br />

On or before March 1 of each year, the Personnel Officer shall make an annual report for the<br />

immediately preceding calendar year, covering generally the work of his Department. The<br />

Personnel Officer shall make such other reports at such times as may be required by the<br />

<strong>County</strong> Legislature, <strong>County</strong> Executive or any other applicable law. Copies of all reports shall<br />

be filed with the Clerk of the <strong>County</strong> Legislature and the <strong>County</strong> Executive.<br />

§ A1604. Examination; eligibility lists.<br />

The Personnel Officer, subject to the approval of the <strong>County</strong> Executive, may request the New<br />

York State Civil Service Commission to render technical advice and assistance or its services<br />

in the preparation and rating of examinations and the establishment of eligibility lists for all<br />

positions under his jurisdiction.<br />
