§ 48-2 BROOME COUNTY CODE § 48-5<br />

(2) Work with departmental records coordinators to establish guidelines for proper<br />

records management in any county department or agency in accordance with local,<br />

state and federal laws and guidelines.<br />

(3) Review all requests for records storage equipment, microfilm equipment, etcetera,<br />

and coordinate, carry out, participate in or review the planning for the development<br />

of micrographics and automated data processing systems.<br />

C. The Records Management Officer shall acquire and assume the official custody and<br />

responsibility of noncurrent and archival public records upon approval from the<br />

department head or the departmental designee. Custody and control of public records of<br />

county departments, agencies or programs which are or become defunct or cease their<br />

county affiliation is vested in the <strong>County</strong> Archives to the extent that custody to such<br />

records is not granted by the <strong>Broome</strong> <strong>County</strong> Legislature to a designated successor<br />

department, agency or program.<br />

§ 48-3. Procedures.<br />

The Records Management Officer may survey and appraise the public records of the offices<br />

and departments of the <strong>County</strong> of <strong>Broome</strong> either upon the request of a county office or<br />

department or with the permission of the chief officer of said office or department after the<br />

Records Management Officer offers these services.<br />

§ 48-4. Preservation of historical records.<br />

The Records Management Officer shall determine whether public records have sufficient<br />

historical value or other value to warrant their continued preservation by the <strong>County</strong> of<br />

<strong>Broome</strong>. Upon the determination that it is an archival record, the Records Management<br />

Officer shall take possession, with the consent of the heads of the county offices and<br />

departments. Following such consent, the Records Management Officer shall take all<br />

necessary steps to secure absolute title which shall vest in the archival collection of the<br />

<strong>County</strong> of <strong>Broome</strong>.<br />

§ 48-5. Public records classified.<br />

The term "public records" shall be used to mean only those records as listed below:<br />

A. The New York State Records Retention and Disposition Schedule.<br />

B. Canceled obligations.<br />

C. Court records.<br />

D. Records of the District Attorney.<br />

E. Records of the Board of Elections.<br />

F. Records of births, deaths and marriages.<br />
