ARTICLE I
Authorization

§ 33-1. Authorization declared.
Pursuant to Chapter 143, Laws of the State of New York, 1970, 1 the County of Broome
hereby requests and authorizes the conduct of, and that it become a participating municipality
in, off-track pari-mutuel betting on horse races held within or without the State of New York.
ARTICLE II
Participation in Catskill Regional Off-Track Betting Corporation

§ 33-2. Participation declared.
Whereas the growth of Broome County over the past decade has increased the demands for
services from county government to such an extent that additional sources of revenue are
required, and whereas the State of New York, by the enactment of Chapter 346 of the Laws of
1973, 2 did authorize certain counties, including Broome County, to elect to join regional
off-track betting corporations to create new sources of revenue by adopting a local law,
ordinance or resolution, which is subject to a permissive referendum pursuant to the
Municipal Home Rule Law, now therefore, the County Legislature of the County of Broome,
on behalf of the County of Broome, does hereby elect to join in and become a participating
county of the Catskill Regional Off-Track Betting Corporation, pursuant to Chapter 346 of the
Laws of 1973, as amended (Article VII-A, Regional Off-Track Betting Corporations). 3
