Representative from <strong>Broome</strong> <strong>County</strong> Environmental Management Council.<br />

<strong>Broome</strong> <strong>County</strong> Department of Health (ex officio/nonvoting).<br />

(c) New York State Department of Environmental Conservation (ex<br />

officio/nonvoting).<br />

(9) Regional planning units representation to be comprised of:<br />

(a)<br />

(b)<br />

Representative from Southern Tier East Regional Planning (STERP).<br />

Representative from UNIPEG.<br />

(c) New York State Department of Economic Development (ex<br />

officio/nonvoting).<br />

(d)<br />

Binghamton Metropolitan Transit Study (ex officio/nonvoting).<br />

(10) One (1) member-at-large.<br />

B. Selection.<br />

(1) The Chairperson of the Legislature may appoint the legislative representative.<br />

(2) The <strong>County</strong> Executive may appoint county department representatives.<br />

(3) The Chair of the Council of Government may appoint the Council of Government<br />

representative.<br />

(4) All New York State department heads may designate their representatives.<br />

(5) All other organizations are invited to appoint representative by their respective<br />

governing boards.<br />

(6) Members-at-large are to be selected by the <strong>County</strong> Executive in consultation with<br />

the Council. These members shall represent community-based organizations with a<br />

history of representing consumer interests. The <strong>County</strong> Executive shall submit<br />

his/her appointees to the Legislature for confirmation.<br />

C. Compensation. All members of Council shall receive no compensation for their services.<br />

They shall be reimbursed, to the extent that the budget permits, for expenses necessarily<br />

incurred in the performance of their Council duties (excluding associate members),<br />

subject to county expenditure-approval procedures.<br />

§ 209-3. Officers.<br />

A. Composition and selection. The Officers of the Council shall be a Chairperson and a<br />

Vice Chairperson. Officers shall be nominated by the Membership Committee at the<br />
