and no person shall use a muffler cutout, bypass or similar device upon a<br />

motor vehicle in buildings and grounds.<br />

W. Bicycles.<br />

(1) No person shall be permitted to use or operate any bicycle, roller skates,<br />

skateboards, or other nonmotorized vehicle or conveyance upon any pedestrian<br />

walks or areas.<br />

(2) Wheelchairs operated by the handicapped are excepted from this provision.<br />

§ 106-5. Penalties for offenses. [Amended 10-18-2007 by L.L. No. 8-2007]<br />

A. Any violation of any provision of the foregoing rules and regulations or any amendments<br />

thereto, with the exception of § 106-4D, of this chapter shall be deemed a violation, and<br />

any person found guilty thereof shall be liable to a fine which shall not exceed $500 or<br />

imprisonment not to exceed 30 days, or both such fine and imprisonment.<br />

B. A violation of any provisions of § 106-4D of this chapter shall be deemed a violation and<br />

any person found guilty thereof shall be liable to a fine not to exceed $500 and/or 20<br />

hours of community service or imprisonment not exceeding 30 days, or by any<br />

combination of such fine, community service, and imprisonment. The penalties for a<br />

second violation within a one-year period shall be a fine not to exceed $750 and/or 40<br />

hours of community service or imprisonment as set forth above. The penalties for more<br />

than two offenses within a one-year period shall be a fine not to exceed $1,000 or<br />

imprisonment, or both such fine and imprisonment. Each day’s violation shall constitute<br />

a separate offense.<br />

C. At the discretion of the <strong>County</strong> Executive, Commissioner or Administrator, any person<br />

found guilty of violating any provision of this chapter may be banned from the buildings<br />

and grounds for a period of time specified in writing. Persons so notified are prohibited<br />

from entering or remaining upon buildings and grounds, as specified.<br />

§ 106-6. Enforcement.<br />

The <strong>County</strong> Executive, Commissioner, Administrator, <strong>County</strong> security officers, <strong>County</strong> park<br />

rangers, animal control officers and other agents duly designated in addition to local, <strong>County</strong><br />

and state police or law enforcement officers are hereby authorized to, and they shall, enforce<br />

the foregoing rules and regulations, which power shall include, but not be limited to, the<br />

power to issue tickets to appear before a justice, and to exercise such other legal methods of<br />

enforcement of the foregoing rules and regulations as the <strong>County</strong> Executive, Commissioner or<br />

Administrator or his agents may deem appropriate and necessary.<br />
