§ 168-20 BROOME COUNTY CHA<strong>RT</strong>ER AND CODE<br />

COMBUSTION INSTALLATION — A plant, equipment or device in which fuel is burned<br />

for the purpose of generating heat, steam or hot water.<br />

COMBUSTION PRODUCTS — Particulate and gaseous contaminants created by the burning<br />

of any kind of material.<br />

CONTROL EQUIPMENT — A device or process which is used to reduce the emission of<br />

smoke or gaseous or particulate contaminants.<br />

FLUE-FED INCINERATOR — An incinerator served by a vertical charging flue.<br />

FUEL — Solid, liquid or gaseous combustible material used primarily either to kindle or<br />

sustain fire or to produce heat, including refuse to be consumed in refuse-burning equipment.<br />

GARBAGE — Waste resulting from the distribution, preparation and serving of foods.<br />

INCINERATOR — Any device specifically designed for the destruction by burning of<br />

garbage or other combustible refuse or waste material.<br />

MOTOR VEHICLE — Any vehicle deriving its motive power from the internal combustion<br />

of volatile hydrocarbon liquid compounds, whether gasoline, diesel fuel or other oil, and<br />

including but not limited to earthmoving and those moving by rail.<br />

MULTIPLE CHAMBER DESIGN — Any incinerator consisting of two or more chambers to<br />

separate the charging chute from the flue for carrying the products of combustion to the<br />

atmosphere by employing adequate design parameters necessary for maximum combustion of<br />

the material burned.<br />

OPEN FIRE — Any fire- or smoke-producing process wherein the combustion products are<br />

directly emitted into the atmosphere without passing through a stack.<br />

PA<strong>RT</strong>ICULATES — Air-borne material, except water, existing in a finely divided form as a<br />

liquid or solid at standard conditions capable of being suspended in a gaseous system.<br />

REFUSE — Garbage, rubbish and trade waste.<br />

RINGELMANN CHA<strong>RT</strong> — The chart published and described in the United States Bureau<br />

of Mine Information Circular 7718, on which are illustrated graduated shades of gray for use<br />

in estimating the light-obscuring density of smoke. (See Appendix "A.") 4<br />

RUBBISH — Solid or liquid waste material, including but not limited to paper, rags, ashes,<br />

tree branches, yard trimmings, furniture, tin cans, glass, crockery, demolition materials,<br />

discarded automobiles, tires, automotive parts, paints and oils.<br />

SMOKE — Small gas-borne particles, consisting essentially of black carbonous material from<br />

the burning of fuel, in sufficient number to be observable.<br />

STACK — Conduit, chimney, duct, vent or flue arranged to conduct gaseous or gas-borne<br />

products to the outer air.<br />
