§ 209-5 ECONOMIC DEVELOPMENT ADVISORY COUNCIL § 209-6<br />

E. Minutes. Minutes shall be recorded at each meeting and mailed to committee members<br />

no later than one (1) week prior to the next meeting.<br />

F. Selection of committee chairpersons. All committee chairpersons must be Council<br />

members (other than associate members) and shall be appointed by the Council<br />

Chairperson.<br />

G. Committee membership and selection. Committee and task force membership is open to<br />

all Council members and interested nonmembers, subject to appointment by the Council<br />

Chairperson.<br />

H. Voting procedure. Each committee or task force member, including its Chairperson, is<br />

entitled to vote on committee matters. The Council Chairperson and Staff Director shall<br />

serve as nonvoting, ex officio members of all committees and task forces.<br />

I. Absences. Unexcused absences from three (3) consecutive task force/committee meetings<br />

or from four (4) meetings in any twelve-month period shall constitute presumed<br />

resignation from a committee or task force.<br />

J. Executive Committee. The Executive Committee shall be composed of the Chairperson,<br />

the Vice Chairpersons, two (2) additional Council members (elected by the Council and<br />

the Council Staff Director). One (1) member of the Executive Committee shall serve as<br />

an ex officio member to the Economic Development Alliance. This Committee shall be<br />

responsible for the routine administrative functions of Council, including preparation of<br />

the monthly meeting agenda. The Executive Committee may not prevent committee or<br />

task force action items or recommendations from being on the agenda.<br />

K. Membership Committee. The responsibility of the Membership Committee is to recruit<br />

Council members in order to ensure that all Council positions are filled. The Committee<br />

shall submit nominations to Council for approval.<br />

L. Dismissal. Chairpersons of committees or task forces as well as members of the<br />

Executive Committee (other than Chair) may be dismissed by a two-thirds vote of<br />

members attending a regular meeting, provided that prior to the vote, the officer has been<br />

advised in writing and has been given the opportunity to present his/her case to the<br />

Council. Notification shall be included in the agenda for that meeting. The Chairperson<br />

may be dismissed only by the <strong>County</strong> Executive.<br />

§ 209-6. Meetings of full council.<br />

A. Regular meetings. The Council shall hold a regular meeting to be determined by a<br />

schedule published by the Chair, no less than three (3) times annually, unless extenuating<br />

circumstances (such as a legal holiday) cause the Executive Committee to reschedule.<br />

Regular Council meetings are open to the public but may go into executive session when<br />

warranted.<br />

B. Special meetings. Special meetings may be called by the Chairperson to conduct business<br />

that cannot be conducted at a regular meeting. Special Council meetings are open to the<br />

public.<br />
