§ A2303-A BROOME COUNTY ADMINISTRATIVE CODE § A2303-A<br />

(a)<br />

Annually the Board of Trustees shall furnish to the Director of Budget and<br />

Research a description, justification and estimate for each project in the capital<br />

program which it proposes to develop during one or more of the ensuing six fiscal<br />

years of the <strong>County</strong>. Such capital project requests and their consideration, approval<br />

and budgeting of said projects shall be made pursuant to the <strong>County</strong><br />

Administrative Code and Charter. All capital projects approved for <strong>Broome</strong><br />

Community College shall be a part of the <strong>County</strong>'s six-year capital program and<br />

<strong>County</strong> budget.<br />

All projects within the capital program shall be developed in accordance with a<br />

Facilities Master Plan for the college. The Trustees shall consult with the<br />

Commissioner of Public Works in developing the capital program for the<br />

college.<br />

The college shall not submit a capital program to the State of New York for<br />

approval until such program has been approved by the <strong>County</strong> Legislature and<br />

included in the <strong>County</strong> capital program and <strong>County</strong> budget.<br />

The college shall notify the <strong>County</strong> Executive and the <strong>County</strong> Legislature of any<br />

amendments to the capital program made by the State of New York, within 10<br />

days of the college receiving said amendments, and submit appropriate budgetary<br />

accounting entries required to modify the capital program to the <strong>County</strong> Budget<br />

Office.<br />

Should the college, during any fiscal year, require an amendment in its capital<br />

program, it shall submit such request in accordance with Subsection 3(a) of this<br />

section for approval.<br />

The college may not terminate a previously authorized capital project without<br />

<strong>County</strong> Legislature approval.<br />

4. Preparation and adoption of the college budget.<br />

(a)<br />

On or before May 1, the Board of Trustees shall furnish to the Director of Budget<br />

and Research a proposed budget for operation of the college for the ensuing fiscal<br />

year, exclusive of any capital projects. In any year when the budget of the State of<br />

New York is approved after May 1, the college is authorized to submit to the<br />

Director of Budget and Research a revised tentative budget within a reasonable<br />

time after approval of the state budget to reflect the state aid actually appropriated.<br />

In no event may a revised tentative budget be submitted after June 15.<br />

The proposed operations and maintenance budget shall be submitted in a format<br />

prescribed by the Director of Budget and Research; however, in no event shall<br />

this format be more inclusive than the format required of other <strong>County</strong><br />

departments.<br />
