of Trustees and the <strong>County</strong> Comptroller. Before the payrolls are presented to the<br />

Board of Trustees, they shall be certified, in writing, by the head of the appropriate<br />

college department or his or her deputy to the effect that each person named<br />

therein was properly appointed to the position set forth therein and that the salary<br />

or compensation stated in such payroll was true and correct. This certification shall<br />

be in the manner and form that is prescribed by the Treasurer and the <strong>County</strong><br />

Comptroller. All payrolls shall be subject to audit by the <strong>County</strong> Comptroller.<br />

The Treasurer shall prescribe, with the approval of the <strong>County</strong> Attorney, the<br />

procedure and form in accordance with this Article for the submission of claims<br />

and charges against the college or against funds for which the college is<br />

responsible. These forms shall be in accordance with any law, rule or regulation<br />

applicable to the form certification or payment of such claim.<br />

The Treasurer shall develop, establish and maintain a cost accounting system for<br />

the college, subject to the approval of the Board of Trustees. Said system shall be<br />

established in accordance with the laws of the State of New York.<br />

The Treasurer shall make available to the Board of Trustees, the <strong>County</strong><br />

Legislature, the <strong>County</strong> Executive or the College President, at any time, any<br />

information from the records and accounts of the Treasurer which may be required<br />

to assist the above-named persons or their designees in the performance of their<br />

official duties.<br />

The Treasurer shall prepare and submit to the Board of Trustees annually, on such<br />

date and on such forms as the Board shall designate and prescribe, the information<br />

required by the Board to assist it in the preparation of the proposed budget.<br />

The Treasurer shall have access to the books of the college at all times and shall<br />

reconcile all bank statements with his or her books on a monthly basis and report<br />

on such reconciliation to the Comptroller of <strong>Broome</strong> <strong>County</strong>. The Treasurer shall<br />

keep books or records which are necessary to record all accounts, claims and<br />

demands against the college presented to the Treasurer for audit and the action<br />

taken by the Treasurer on each. The Treasurer shall keep separate appropriation<br />

accounts for each college department. He or she shall also keep books and records<br />

which may be deemed necessary to carry out the system of accounting prescribed<br />

by law and not inconsistent with the Charter. The Treasurer shall keep a record of<br />

all undertakings of the college and shall be responsible for the tracking of all fixed<br />

assets and the maintenance of occurring inventory of fixed assets for the college.<br />

The Treasurer shall design and seek approval of the Board of Trustees and the<br />

<strong>County</strong> Attorney for collection policies and procedures which shall be<br />

implemented in accordance with federal, state and local law. The Treasurer shall<br />

make daily statements of all funds and moneys received and disbursed, of<br />

whatever name or nature, in such form as the Board of Trustees shall direct. The<br />

Treasurer shall have the charge of the collection, receipt, custody, deposit,<br />

investment and disbursement of all fees, revenues and other funds for which the<br />

college is responsible. The Treasurer shall perform such other related duties as the<br />

Board of Trustees may prescribe.<br />
