GENERAL REFERENCES<br />

§ 10-1. Powers of Department of Audit and Control.<br />

The Department of Audit and Control of the <strong>County</strong> of <strong>Broome</strong> shall have the right to<br />

approve for payment bills, claims or vouchers submitted to the county for the purchase or the<br />

lease of goods, materials or supplies and claims for the reimbursement of expenses and for<br />

professional and personal services in accordance with the following procedures.<br />

§ 10-2. Claim payment procedures.<br />

A. A claim for the purchase of goods, materials or supplies may be audited and paid if:<br />

(1) The goods, materials or supplies have been delivered to the county;<br />

(2) An itemized invoice has been delivered to the appropriate department for said<br />

goods, materials or supplies and is attached to said claim or bill;<br />

(3) A receipt, packing list, delivery copy or invoice has been signed and dated by an<br />

employee certifying to the delivery and receipt by the county of said goods,<br />

materials or supplies; and<br />

(4) The head of the appropriate department or his authorized designee shall approve<br />

each claim for audit after the required invoices and receipts have been attached to<br />

the voucher.<br />

B. A claim for the lease of goods, materials or supplies or a claim for the maintenance of<br />

county property or equipment may be audited and paid if:<br />

(1) The goods, materials or supplies have been delivered to the county:<br />

(2) The lease of said goods, materials or supplies, or agreement for the maintenance of<br />

said property or equipment, has been authorized by the <strong>Broome</strong> <strong>County</strong> Legislature<br />

or the Board of Acquisition and Contract;<br />
