§ C302 BROOME COUNTY CHA<strong>RT</strong>ER § C303<br />

before the first day of November in each year. If the <strong>County</strong> Legislature fails to act, by a<br />

majority vote of the whole number of its members, upon these rates by the 20th day of<br />

November, the determination by the <strong>County</strong> Executive of the tax equalization rates shall<br />

be final. Said rates shall be subject to confirmation and revision by the <strong>County</strong><br />

Legislature, and the <strong>County</strong> Executive shall have no veto power over the final<br />

determination by the <strong>County</strong> Legislature.<br />

(E) Have authority to appoint and terminate one (1) or more temporary advisory boards or<br />

committees of citizens of the <strong>County</strong> who shall, without compensation other than such<br />

necessary expenses as may be provided in the budget, advise in the consideration of<br />

<strong>County</strong> administrative policies and programs.<br />

Designate one (1) or more depositaries located within the <strong>County</strong> for the deposit of all<br />

moneys received by the Commissioner of Finance, and determine what funds may be<br />

invested and in what securities, according to law.<br />

(G) Examine and approve or disapprove the sufficiency of sureties on official bonds and<br />

undertakings of the Directors of the Division of Budget and Research and the Division of<br />

Information Technology. The sufficiency of sureties of all other official bonds and<br />

undertakings shall be examined and approved or disapproved by the <strong>County</strong> Legislature.<br />

(H) Report to the <strong>County</strong> Legislature annually at the close of the fiscal year or as soon<br />

thereafter as practicable, but in no event later than the first day of March, and at such<br />

other times as the <strong>County</strong> Legislature shall direct, the activities of the several<br />

administrative units of the <strong>County</strong> during the preceding fiscal year, in such detail as the<br />

<strong>County</strong> Legislature shall direct.<br />

Appoint a member of the <strong>County</strong> Legislature to serve as Chairman of such board for the<br />

remainder of the calendar year, in case the <strong>County</strong> Legislature has failed to select a<br />

Chairman on or before February 1, or for the unexpired term of the previous Chairman,<br />

in case the <strong>County</strong> Legislature has failed to select a Chairman within thirty (30) days<br />

after a vacancy has occurred in the office of the Chairman.<br />

Administer the workers' compensation programs as now provided by local law and the<br />

laws of the State of New York applicable thereto.<br />

(K) Perform such other duties and have such other powers as may be prescribed for him by<br />

law.<br />

(L) Have all necessary incidental powers to perform and exercise any of the duties and<br />

functions specified above or lawfully delegated to him.<br />

§ C303. Removal of <strong>County</strong> Executive.<br />

The <strong>County</strong> Executive may be removed by the Governor in the manner provided in the Public<br />

Officers Law for the removal of <strong>County</strong> officers.<br />
