§ A305 BROOME COUNTY CHARTER AND CODE § A306
(1) Assist the County Executive in the preparation of the proposed budget and capital
program in accordance with Article VI of this Code;
(2) Investigate and analyze the operation of administrative units to determine
budgetary needs;
(3) Maintain necessary contacts in cooperation with organizations and individuals
interested in the industrial and commercial development of Broome County;
(4) Under the supervision and direction of the County Executive:

Hold budget hearings on request of administrative units;
Control the operation of the budget and capital program by requesting reports
and examining records of administrative units; and
Issue policy statements to administrative units to establish guides in
preparation of their budgets.
(5) Have the powers and duties set forth in § C306 of Article III of the Charter; and
(6) Perform such other and related duties as the County Executive may require.
(C) 6 The Director of Budget and Research shall give a surety bond to the County, pursuant
to Article III, § C302(G), of the Charter. The bond shall be approved as to form by the
County Attorney and as to the sufficiency of surety by the County Executive and filed
with the Department of Records.
§ A306. Division of Purchasing. [Added 12-23-1997 by L.L. No. 1-1998 7
(1) Director; appointment; qualifications.
The Division of Purchasing shall be headed by a Director of Purchasing. The method
of choosing a Director shall be as prescribed in § C308 of the Charter. The
qualifications of the Director shall be:

Graduation from a regionally accredited or New York State registered college or
university with a Bachelor's Degree in accounting, business or public
administration, economics or closely related field and one year of experience in
large-scale purchasing of a variety of commodities including experience in the
preparation of specifications and the awarding of contracts;
Graduation from a regionally accredited or New York State registered college or
university with an Associate's Degree in accounting, business or public
