§ A305 BROOME COUNTY CHA<strong>RT</strong>ER AND CODE § A306<br />

(1) Assist the <strong>County</strong> Executive in the preparation of the proposed budget and capital<br />

program in accordance with Article VI of this Code;<br />

(2) Investigate and analyze the operation of administrative units to determine<br />

budgetary needs;<br />

(3) Maintain necessary contacts in cooperation with organizations and individuals<br />

interested in the industrial and commercial development of <strong>Broome</strong> <strong>County</strong>;<br />

(4) Under the supervision and direction of the <strong>County</strong> Executive:<br />

(a)<br />

(b)<br />

(c)<br />

Hold budget hearings on request of administrative units;<br />

Control the operation of the budget and capital program by requesting reports<br />

and examining records of administrative units; and<br />

Issue policy statements to administrative units to establish guides in<br />

preparation of their budgets.<br />

(5) Have the powers and duties set forth in § C306 of Article III of the Charter; and<br />

(6) Perform such other and related duties as the <strong>County</strong> Executive may require.<br />

(C) 6 The Director of Budget and Research shall give a surety bond to the <strong>County</strong>, pursuant<br />

to Article III, § C302(G), of the Charter. The bond shall be approved as to form by the<br />

<strong>County</strong> Attorney and as to the sufficiency of surety by the <strong>County</strong> Executive and filed<br />

with the Department of Records.<br />

§ A306. Division of Purchasing. [Added 12-23-1997 by L.L. No. 1-1998 7<br />

(1) Director; appointment; qualifications.<br />

The Division of Purchasing shall be headed by a Director of Purchasing. The method<br />

of choosing a Director shall be as prescribed in § C308 of the Charter. The<br />

qualifications of the Director shall be:<br />

Graduation from a regionally accredited or New York State registered college or<br />

university with a Bachelor's Degree in accounting, business or public<br />

administration, economics or closely related field and one year of experience in<br />

large-scale purchasing of a variety of commodities including experience in the<br />

preparation of specifications and the awarding of contracts;<br />

Graduation from a regionally accredited or New York State registered college or<br />

university with an Associate's Degree in accounting, business or public<br />
