(6) Congregate with other persons in a public place and refuse to comply with a lawful<br />

order of a security officer or other law enforcement officer to disperse.<br />

(7) Create a hazardous or physically offensive condition by any act which serves no<br />

legitimate purpose.<br />

H. Public lewdness.<br />

(1) No person shall intentionally expose the private or intimate parts of his body in a<br />

lewd manner or commit any other lewd act with intent that he be so observed.<br />

(2) No female shall appear clothed or costumed in such a manner that the portion of<br />

her breast below the top of the areola is not covered with a fully opaque covering.<br />

This subdivision shall not apply to any female entertaining or performing in a play,<br />

exhibition, show or entertainment in The <strong>Broome</strong> <strong>County</strong> Forum or <strong>Broome</strong><br />

<strong>County</strong> Arena, in conformance with existing state statutes.<br />

I. Unlawful assembly. No person shall assemble with four or more other persons for the<br />

purpose of engaging or preparing to engage with them in tumultuous and violent conduct<br />

likely to cause public alarm or when, being present at an assembly which either has or<br />

develops such purpose, he remains there with intent to advance that purpose.<br />

J. Loitering. No person shall loiter in or near toilets or restroom facilities within buildings<br />

and grounds.<br />

K. Alcoholic beverages; intoxicants.<br />

(1) No person shall possess any alcoholic beverages which have been opened, on<br />

buildings and grounds, without authorization from the <strong>County</strong> Executive,<br />

Commissioner or Administrator.<br />

(2) No person shall use or have in his or her possession any drugs, as defined in the<br />

Penal Law of the State of New York, unless they have been prescribed by a<br />

physician for the possessor or are legally available without a prescription to the<br />

public.<br />

L. Advertising, signs and commercial enterprises.<br />

(1) No person shall distribute for commercial purposes or place any sign,<br />

advertisement, circular, notice, statement, banner, emblem or design without<br />

written permission from the <strong>County</strong> Executive, Commissioner or Administrator.<br />

(2) No person shall beg, hawk, peddle or solicit within buildings and grounds.<br />

(3) No person shall sell or offer for sale any article, thing, privilege or service within<br />

buildings and grounds without authorization from the <strong>County</strong> Executive,<br />

Commissioner or Administrator.<br />

(4) No person shall operate games of chance or offer for sale any beer, intoxicating<br />

liquor or drugs without the authorization of the <strong>County</strong> Executive, Commissioner<br />

or Administrator, in accordance with New York State Law.<br />
