§ A2302-A BROOME COUNTY CHA<strong>RT</strong>ER AND CODE § A2303-A<br />

8. The Board shall have the authority to require college officers to execute a bond or<br />

official undertaking to the Board of Trustees in such sum and with such sureties as the<br />

Board may require; provided, however, that the Board shall require the Treasurer of the<br />

college to execute a bond or official undertaking in accordance with this section, the<br />

expense of which shall be a college charge.<br />

9. The Trustees may accept and administer all grants and awards made to the college by<br />

outside services. They shall not accept awards requiring matching funds on the part of<br />

the <strong>County</strong> except where such funds can be obtained from an authorized budget source.<br />

They additionally shall have the authority to authorize employment of outside consultants<br />

to teach courses requiring a high degree of technical expertise where sufficient income is<br />

generated from said course to affect college or <strong>County</strong> expense.<br />

The Trustees are hereby authorized and empowered to enter into agreements with<br />

business and nonprofit organizations for the purpose of conducting contract courses<br />

wherein, under the terms of the agreement, all expenses, including college overhead<br />

costs, are ultimately borne by said organization.<br />

The Trustees are hereby authorized and empowered to make increases to the college<br />

budget in both appropriations and revenues with regard to minicourses when the<br />

original authorizations are sufficient to conduct the number of said courses which are<br />

offered, provided that the expenses, including overhead, for said minicourses are offset<br />

by revenues for said courses.<br />

The Treasurer of the college and the <strong>County</strong> Comptroller are hereby authorized to<br />

perform all bookkeeping and accounting procedures, including the creation of the<br />

necessary budget lines to accomplish the above.<br />

§ A2303-A. Financial procedures.<br />

1. The <strong>County</strong> shall pay its annual share of support to <strong>Broome</strong> Community College directly<br />

to the Trustees in installments on January 15, April 1 and May 1 or on the next business<br />

day of the <strong>County</strong>'s fiscal year in which said support is raised. Payments equal to<br />

one-fourth (1/4) of the <strong>County</strong>'s annual support shall be made on January 15 and April 1,<br />

and a final payment equal to one-half (1/2) of the <strong>County</strong>'s annual support shall be paid<br />

on May 1. [Amended 5-21-1992 by L.L. No. 6-1992]<br />

2. Fiscal year. Except as otherwise provided by state law, the fiscal year of <strong>Broome</strong><br />

Community College shall begin on September 1 and end on August 31 in each year. In<br />

the event of a change in state law for the beginning of the fiscal year, then the provisions<br />

of this Code fixing times or dates within which or by which certain acts shall be<br />

performed in relation to the preparation and adoption of a College budget for <strong>Broome</strong><br />

Community College shall be correspondingly changed as to time in order to<br />

proportionately relate to the new dates set for commencement of the fiscal year by the<br />

state.<br />
