§ A1605 BROOME COUNTY ADMINISTRATIVE CODE § A1610<br />

§ A1605. Administrative unit; information and aid.<br />

The head of each administrative unit shall furnish to the Personnel Officer such information as<br />

the <strong>County</strong> Executive may deem necessary for the proper administration of the Department of<br />

Personnel.<br />

§ A1606. Personnel roster.<br />

The Personnel Officer shall establish and maintain a roster of all <strong>County</strong> officers and<br />

employees. Such roster shall show for each <strong>County</strong> officer and employee the date of<br />

appointment or election, the title or position, the rate of pay and rate changes, promotions,<br />

demotions, transfers, the time and cause of separation from <strong>County</strong> employment and any other<br />

information the Personnel Officer considers necessary for the proper administration of the<br />

Department of Personnel.<br />

§ A1607. Certification of payrolls.<br />

No payroll for salaries and compensation of <strong>County</strong> employees and officers shall be approved<br />

by the Comptroller unless certified by the Personnel Officer that said employees and officers<br />

named therein have been employed during the period specified in their respective positions<br />

and in accordance with the Charter and this Code and any law and rules applicable thereto.<br />

This certificate shall be in addition and subsequent to the certification required by an<br />

administrative head pursuant to § A402(B) of Article IV of this Code.<br />

§ A1608. Labor relations.<br />

The Personnel Officer shall serve the <strong>County</strong> Executive as Chief Aide in all labor relations<br />

matters, including but not limited to preparation of surveys and materials necessary for the<br />

conduct of labor negotiations, service on <strong>County</strong> negotiating teams, as required and the<br />

interpretation and everyday administration of the terms of the various labor agreements<br />

between the various unions and the <strong>County</strong>.<br />

§ A1609. Personnel relations and fringe benefits.<br />

The Personnel Officer shall serve the <strong>County</strong> Executive as Chief Aide in all personnel and<br />

fringe benefit matters, including but not limited to administration of the recruitment,<br />

processing and termination procedures for all employees, administration of the fringe benefit<br />

package for all employees and personnel surveys to include wages, hours and working<br />

conditions.<br />

§ A1610. Deputies.<br />

The Personnel Officer shall appoint such Deputies as authorized by the <strong>County</strong> Legislature.<br />

All Deputy Personnel Officers shall serve at the pleasure of the Personnel Officer.<br />

The Personnel Officer shall designate a Deputy or Deputies to whom shall be delegated all the<br />

powers and duties of the Personnel Officer and shall have the authority to act generally for<br />
