Snowmobiles, all-terrain vehicles, motorcycles, motorbikes, minibikes and<br />

recreation vehicles shall be licensed and are restricted to trails and areas<br />

provided for them.<br />

All motor vehicles operated within the confines of buildings and grounds<br />

shall keep to the right at all times while being operated on drives, roadways<br />

or in parking lots.<br />

All motor vehicles shall proceed in the direction indicated by posted signs on<br />

drives or roadways which are restricted to one-way travel only within the<br />

confines of buildings and grounds.<br />

(2) Driving on closed roads or drives.<br />

(a)<br />

No person shall drive upon or along any buildings and grounds, roads or<br />

drives which have been closed and posted with appropriate signs or<br />

barricades. The <strong>County</strong> Executive, Commissioner or Administrator shall have<br />

authority to order roads or drives closed.<br />

(3) Airport ramps and aprons.<br />

No person shall operate a motor vehicle or mobile equipment on the apron of<br />

the administration building or on the hangar ramp areas, except persons<br />

authorized by the Commissioner.<br />

Under no circumstances shall a motor vehicle be left unattended on any of<br />

the air operations areas.<br />

(4) Airport landing areas.<br />

(a)<br />

No person shall operate any motor vehicle or mobile equipment on the<br />

landing areas without prior permission from the control tower.<br />

(5) Speed limit.<br />

(a)<br />

No person shall drive at a speed in excess of that posted for the area. The<br />

<strong>County</strong> Executive, Commissioner or Administrator shall determine the speed<br />

limits in buildings and grounds.<br />

(6) Reckless driving.<br />

(a)<br />

No person shall operate a vehicle along or over any road or drive within the<br />

buildings and grounds in a reckless manner or without due regard for the<br />

safety and the rights of pedestrians and drivers and occupants of all other<br />

vehicles.<br />

(7) Drag racing, speed contests.<br />

(a)<br />

No person shall participate in a drag race upon any buildings and grounds<br />

drive or property. "Drag racing" is defined as the operation of two or more<br />

vehicles from a point side-by-side at accelerating speeds in a competitive<br />

attempt to outdistance each other, or the operation of one or more vehicles<br />
