§ A2408 BROOME COUNTY CHA<strong>RT</strong>ER AND CODE § A2409<br />

§ A2408. Board of Directors of Veterans Memorial Arena and Performing Arts<br />

Theater.<br />

There shall be appointed to the <strong>Broome</strong> <strong>County</strong> Veterans Memorial Arena and <strong>Broome</strong><br />

<strong>County</strong> Performing Arts Theater (The Forum) a Board of Directors. The number of Directors<br />

and terms and powers of the Board shall be determined by the <strong>County</strong> Legislature, and such<br />

Board, in addition to such other powers and duties as may be delegated to them, shall approve<br />

all gifts to the arena and The Forum, recommend operational and maintenance procedures,<br />

establish rules and regulations for public health and safety, approve facility utilization,<br />

approve all performances and uses of the arena and The Forum, review equipment<br />

requirements, coordinate proper administration and management in such areas as promotion,<br />

bookkeeping, contract negotiations, ticket sales and crowd management and approve all<br />

contracts, leases, licenses or permits (agreements) for a particular use of the arena and The<br />

Forum which can be performed in less than a year. Notwithstanding any provision in this<br />

section to the contrary, no agreement shall be effective unless signed by the <strong>County</strong><br />

Executive, and all agreements which contain any exclusivity provision for a year or more or<br />

which cannot be performed within a year shall not be effective unless approved by the <strong>County</strong><br />

Legislature.<br />

Said Board of Directors shall perform the above responsibilities consistent with the advice and<br />

direction, where applicable, of the Department of Law, Department of Personnel and<br />

Department of Audit and Control and in accordance with the provisions of any resolutions<br />

now or hereafter adopted by the <strong>County</strong> Legislature.<br />

§ A2409. Real Property Tax Service Agency.<br />

There shall be a Real Property Tax Service Agency headed by a Director, who shall be<br />

appointed by the <strong>County</strong> Executive, subject to confirmation by the <strong>County</strong> Legislature, and<br />

who shall be appointed and serve pursuant to the statutes of the State of New York.<br />

The office shall:<br />

(A) Keep a record of all real property owned and acquired by the <strong>County</strong>. Such record shall<br />

show the date the property was acquired, the tax map description thereof and the town in<br />

which the property is located and shall be properly cross-indexed to the original deeds of<br />

acquisition.<br />

(B) Prepare tax maps for the use of the assessors of all the assessing units in the <strong>County</strong>,<br />

except for the City of Binghamton; on such maps shall be shown each separately<br />

assessed parcel of real property with its boundaries properly marked, pursuant to the Real<br />

Property Tax Law. The <strong>County</strong> Legislature may authorize the preparation of tax maps as<br />

required herein for the City of Binghamton, provided that the consent of the city is<br />

obtained and terms are mutually agreed upon between the city and the <strong>County</strong><br />

Legislature.<br />

(C) Keep a record of the transfer of title to real property in each tax district and immediately<br />

notify the Town Clerk or the City Commissioner of Assessment of all such transfers in<br />

each town or city, as the case may be.<br />
