§ 106-4 COUNTY PROPE<strong>RT</strong>Y, USE OF<br />

D. Littering. No person shall dispose of sewage, garbage, refuse, paper or any other material<br />

in any building or grounds, except in a receptacle provided for that purpose.<br />

E. Weapons and explosives.<br />

(1) No person except duly authorized employees of the <strong>County</strong> of <strong>Broome</strong> or law<br />

enforcement officers shall use, carry or possess any firearm within buildings and<br />

grounds.<br />

(2) No person except law enforcement officers shall use, carry or possess any noxious<br />

materials ("noxious materials," for purposes of this section, shall be defined as<br />

irritant gas dispensers, commonly called "tear gas" or "mace") within buildings and<br />

grounds.<br />

(3) No person shall use, carry or possess air or gas guns, slingshots, bows and arrows,<br />

missiles or missle-throwing devices, unless such person is a participant in a<br />

program sponsored by the <strong>County</strong> of <strong>Broome</strong> which uses such items for<br />

recreational purposes only.<br />

(4) No person except duly authorized employees or agents of the <strong>County</strong> of <strong>Broome</strong><br />

shall use, carry or possess any fireworks or explosive substances within buildings<br />

and grounds.<br />

(5) No person shall possess any other dangerous weapons within buildings and<br />

grounds.<br />

F. Harassment.<br />

(1) No person shall strike, shove, kick or otherwise subject another person to physical<br />

contact or attempt to do the same with the intent to harass, annoy or alarm such<br />

other person.<br />

(2) No person shall follow a person about buildings and grounds with the intent to<br />

harass, annoy or alarm such other person.<br />

(3) No person shall engage in a course of conduct or repeatedly commit acts which<br />

alarm or seriously annoy such other person and which serve no legitimate purpose.<br />

(4) No person shall threaten or menace any other person with any animal with the<br />

intent to harass, annoy or alarm such other person.<br />

G. Disorderly conduct. No person shall, with intent to cause public inconvenience,<br />

annoyance or alarm, or recklessly creating a risk thereof:<br />

(1) Engage in fighting or in violent, tumultuous or threatening behavior.<br />

(2) Make unreasonable noise.<br />

(3) In a public place, use abusive or obscene language or make an obscene gesture.<br />

(4) Without lawful authority, disturb any lawful assembly or meeting of persons.<br />

(5) Obstruct vehicular or pedestrian traffic.<br />
