§ 85-11 AIRPO<strong>RT</strong>: GROUND TRANSPO<strong>RT</strong>ATION SERVICES<br />

§ 85-11. Renewal of ground transportation permit.<br />

A. Applications for renewal of permits shall be filed with the Commissioner of Aviation<br />

prior to June 1 of each calendar year, on a form supplied by the Commissioner's office.<br />

Application for permit renewal shall be accompanied by full or monthly payment of the<br />

permit fee as required by this chapter. Renewal may be accomplished in person, or by<br />

sending the application for renewal, the required payment, proof of current insurance and<br />

a copy of all pertinent New York State vehicle registrations, by first class mail, to the<br />

Commissioner of Aviation.<br />

B. Before final permit renewals are issued, authorized <strong>Broome</strong> <strong>County</strong> Department of<br />

Aviation personnel shall inspect each subject vehicle to ensure compliance with all<br />

criteria as mandated by this chapter.<br />

C. Different colored decals representing the new ground transportation year will be<br />

distributed on or after July 1 of each year and will be dated accordingly.<br />

Inspection Criteria<br />

§ 85-13. Compliance with airport requirements prerequisite to issuance of permit decals.<br />

A. No entity or ground transportation services provider shall be granted a permit decal for<br />

any taxicab, limousine or van or other ground transportation service vehicle unless such<br />

vehicle conforms to reasonable standards of appearance, safety and is in good operating<br />

condition. Continuance of the authorization evidenced by such permit decal shall require<br />

conformance with these standards at all times. The Commissioner of Aviation, or a<br />

designated representative of the <strong>Broome</strong> <strong>County</strong> Department of Aviation, shall make<br />

such inspection and examination before the permit decal is issued.<br />

B. The age of the vehicle shall not prohibit the issuance of a permit decal if said vehicle<br />

meets the other requirements of this article.<br />

C. Vehicles displaying a current license card/sticker issued by the City of Binghamton will<br />

be exempt from the initial inspection required under this section.<br />

§ 85-14. Equipment inspection criteria.<br />

Unless otherwise provided, any motor vehicle issued a permit decal must conform to the<br />

provisions of New York State law and the following specifications:<br />

A. Doors. The bodies of all taxicabs shall have at least four doors; two of which lead into<br />

the passenger compartment, so constructed that they may be opened from the inside and<br />

the outside. The doors of all other vehicle types must allow safe and comfortable<br />

entrance/egress from said vehicle.<br />
