§ C603 BROOME COUNTY CHA<strong>RT</strong>ER AND CODE § C606<br />

(1) An operation and maintenance expense budget; and<br />

(2) The capital budget covering debt service, down payments and other current capital<br />

financing and proposed borrowing, if any.<br />

All, or any portion of, unappropriated, unreserved fund balances at the end of each<br />

completed fiscal year, unless otherwise prescribed by statute, and except where appropriated<br />

for a capital improvement or other authorized continuing project, may be treated as revenues<br />

for the <strong>County</strong> budget of the ensuing fiscal year. [Amended 10-19-2000 by L.L. No.<br />

§ C604. Budget message.<br />

The <strong>County</strong> Executive shall also submit with the proposed budget a message explaining the<br />

main features of the budget, including, among other things, a general summary thereof with<br />

such supporting schedules as he may deem desirable, or the <strong>County</strong> Legislature may by<br />

resolution require. Such schedules shall exhibit the aggregate figures of the proposed budget<br />

in such manner as to show a balanced relationship between the total estimated expenditures<br />

and the total income for the ensuing fiscal year and shall compare these figures with the<br />

actual receipts and expenditures for the last completed fiscal year and the appropriations for<br />

the current fiscal year. Such budget message shall also outline the existing and any proposed<br />

financial policies of the <strong>County</strong> relating to the capital program, describing each capital<br />

improvement proposed to be undertaken within the ensuing fiscal year, showing the estimated<br />

cost, the pending or proposed method of financing it and the projected operation and<br />

maintenance expense. The budget message shall contain such additional information or<br />

comments as are deemed advisable by the <strong>County</strong> Executive.<br />

§ C605. Review of proposed budget; capital program and message. [Amended<br />

10-2-1979 by L.L. No. 9-1979]<br />

The <strong>County</strong> Legislature, or a committee designated by that body, shall review the proposed<br />

budget, the capital program and the budget message as submitted by the <strong>County</strong> Executive<br />

and shall file with the Clerk of the <strong>County</strong> Legislature its report, including any<br />

recommendations proposed therein. Such report shall become a public record in the office of<br />

the Clerk of the <strong>County</strong> Legislature, and copies thereof shall be made available by such Clerk<br />

for distribution.<br />

§ C606. Public hearing.<br />

Not later than the 20th day of October, the Clerk of the <strong>County</strong> Legislature shall cause to be<br />

published in the official newspapers and such other newspapers as may be designated by the<br />

<strong>County</strong> Legislature a notice of the place and time, not less than seven (7) days after such<br />

publication nor later than the first day of November, at which time the <strong>County</strong> Legislature<br />

will hold a public hearing on the proposed budget, the capital program, the budget message<br />

submitted by the <strong>County</strong> Executive and any report, if submitted, by the <strong>County</strong> Legislature or<br />

a committee designated by that body.<br />
