§ A2601 BROOME COUNTY CHA<strong>RT</strong>ER AND CODE § A2604<br />

Except as otherwise provided in the Charter and this Code, every other board, the members of<br />

which are appointed, shall be an advisory board consisting of the Chairman of the <strong>County</strong><br />

Legislature, together with other members who shall be appointed for such terms as are or may<br />

be provided in this Code.<br />

§ A2602. Approval of contracts.<br />

Except as otherwise provided in the Charter and this Code, every contract in which the<br />

<strong>County</strong> is a party shall require approval by the <strong>County</strong> Legislature, if said contract is for:<br />

(A) The sale or lease of real property.<br />

(B) The providing of facilities or the rendering of services by, for or with any public<br />

corporation as defined herein.<br />

(C) Professional services where the amount involved exceeds the amount specified in<br />

§ C203(N) of the Charter. [Amended 4-4-1991 by L.L. No. 10-1991]<br />

All such contracts shall be executed in accordance with the provisions of Article XII.<br />

§ A2603. Civil service rights continued; status of certain <strong>County</strong> officers previously<br />

appointed; removal of certain <strong>County</strong> officers.<br />

The civil service status and rights of all <strong>County</strong> employees and their beneficiaries, including<br />

but not limited to those rights with respect to retirement and social security, shall not be<br />

affected by the Charter and this Code.<br />

Any <strong>County</strong> officer appointed by the <strong>County</strong> Executive, except as otherwise provided by state<br />

law, may be removed after receipt of written notice from the <strong>County</strong> Executive. A copy of<br />

such notice shall be filed in the office of the Clerk of the <strong>County</strong> Legislature and Department<br />

of Records.<br />

§ A2604. Classified service; exemptions. [Amended 8-17-1982 by L.L. No. 7-1982;<br />

14-1995; 3-19-1998 by L.L. No. 3-1998]<br />

All positions in all departments, offices, institutions and agencies of the <strong>County</strong> shall be in<br />

the classified service, except those held by the following:<br />

(A) Elective officers.<br />

(B) Heads of departments.<br />

(C) Members of all boards, commissions and committees.<br />

(D) The Commissioner of Jurors.<br />
