§ C310. Division of Information Technology; Director; appointment; powers and duties;<br />

There shall be in the Office of the <strong>County</strong> Executive a Division of Information Technology,<br />

headed by a Director who shall be appointed by the <strong>County</strong> Executive, subject to confirmation<br />

by the <strong>County</strong> Legislature, and shall serve at the pleasure of the <strong>County</strong> Executive. Said<br />

Director shall be in the unclassified service of the civil service.<br />

The Director shall:<br />

(A) Have such power and duties as prescribed in the Administrative Code and by the <strong>County</strong><br />

Executive or the <strong>County</strong> Legislature.<br />

(B) Supervise, control and administer all of the information services of the <strong>County</strong>, and<br />

establish procedures for the effective utilization of voice and data services by the several<br />

departments and units of <strong>County</strong> government.<br />

(C) Supervise centralized word processing, including dictaphone services, mail and courier<br />

services, printing, stationery stores, graphic arts and accounting responsibilities.<br />

(D) Appoint such deputies as may be authorized by the <strong>County</strong> Legislature, and all such<br />

deputies shall be in the exempt class of the civil service and shall serve at the pleasure of<br />

the Director of Information Technology.<br />

§ C311. Administrative heads; interim appointment; appointment of other officers and<br />

Except as otherwise provided in this Charter, the <strong>County</strong> Executive shall appoint to serve at<br />

his pleasure, or for such term as may be specified in this Charter, the head of every<br />

department or other administrative unit not administered by an elective official. The<br />

appointment by the <strong>County</strong> Executive of the head of each department or other administrative<br />

unit shall be subject to confirmation by the <strong>County</strong> Legislature, except for the Division of<br />

Budget and Research and Division of Solid Waste Management.<br />

The <strong>County</strong> Executive may appoint one (1) head for two (2) or more departments or other<br />

administrative units, subject to all requirements as to qualifications, or may himself so serve.<br />

All appointments shall be in writing, signed by the <strong>County</strong> Executive and filed in the office of<br />

the Clerk of the <strong>County</strong> Legislature and the <strong>County</strong> Clerk within ten (10) days after the date<br />

of appointment. No such appointee shall hold office beyond the term of the <strong>County</strong> Executive<br />

by whom the appointment was made, except that, unless removed, he shall continue to serve<br />
