Address Numbering System<br />

§ 120-10. Implementation.<br />

A countywide geographically based address numbering system for each residence or business<br />

located wholly or in part in <strong>Broome</strong> <strong>County</strong> shall be implemented for the purpose of<br />

providing Enhanced 911 Emergency Service.<br />

§ 120-11. Filing of copies.<br />

Copies of the countywide geographically based address numbering system shall be placed on<br />

file with the <strong>Broome</strong> <strong>County</strong> Sheriff's Department and Emergency Services Department.<br />

Public Service Answering Point for Wireless Services<br />

[Adopted 4-17-2003 by L.L. No. 4-2003]<br />

§ 120-12. Title.<br />

This article shall be known as the "<strong>Broome</strong> <strong>County</strong> Local Public Service Answering Point for<br />

Wireless Services Law," amending Chapter 120 of the <strong>Broome</strong> <strong>County</strong> Charter and Code.<br />

§ 120-13. Findings and declaration of intent.<br />

A. The <strong>Broome</strong> <strong>County</strong> Legislature recognizes the paramount importance of the health,<br />

safety and welfare of the citizens of the <strong>County</strong> and further recognizes that when the<br />

lives or property of its citizens are in imminent danger that appropriate assistance must<br />

be rendered as expeditiously as possible. The <strong>County</strong> Legislature further recognizes that<br />

such assistance is increasingly summoned by wireless communications including but not<br />

limited to cellular telephones, and that unintentional, though avoidable, delays in<br />

reaching appropriate emergency aid would occur to the detriment and jeopardy of life<br />

and property if such wireless E911 calls from within <strong>Broome</strong> <strong>County</strong> were routed to<br />

anywhere other than directly to the single countywide <strong>Broome</strong> <strong>County</strong> Public Service<br />

Answering Point (PSAP) which is under the jurisdiction of the <strong>Broome</strong> <strong>County</strong><br />

Department of Emergency Services.<br />

B. The <strong>County</strong> Legislature further finds that the <strong>Broome</strong> <strong>County</strong> Public Service Answering<br />

Point (PSAP) has the most accurate, current and extensive data concerning <strong>Broome</strong><br />

<strong>County</strong>'s geography, roadways, landmarks, emergency service resources and similar<br />

information of critical importance in emergency situations and can immediately dispatch<br />

the number and type of emergency services the situation requires.<br />

C. The <strong>County</strong> Legislature further finds and declares that by the enactment of the provisions<br />

of this article, it is the intent of the <strong>County</strong> Legislature to fulfill its obligation to provide<br />

for the health, safety and welfare of the people of this county by mandating the direct<br />

routing of all E911 calls, including wireless calls, by service suppliers directly to the<br />
