are their functions in the process?<br />

• Are there any services which can act as advisory bodies for the executive staff responsible<br />

for the elaboration of RIAs (example Small Business Service, Office of Fair Trading)?<br />

• Are there any contacts with the British government? Does the executive staff “use”<br />

British services?<br />

• Can <strong>de</strong>partmental economists also participate in the process?<br />

• Check with British process: Do informal consultations take place during the initial<br />

and partial RIA?<br />

• Who selects the actors?<br />

• Which type of actors participate? Which non-governmental actors usually participate?<br />

• Which actors should be involved apart from the ones already involved? Why don’t<br />

they participate? Do citizens participate in the process? How?<br />

• Do you use any techniques to motivate the actors? Capacity-building of other actors<br />

involved in the process.<br />

• When does communication take place? How? (once presented to the Parliament<br />

has to be placed in the IRU website)<br />

• Quality control: Is there an in<strong>de</strong>pen<strong>de</strong>nt governmental body performing this function?<br />

• Are there any training courses for policy officials? Is this training part of the annual<br />

training for civil servants and administrative staff? (Scottish Executive: mostly civil<br />

servants or also temporary personnel?).<br />

• Strong and weak points of the process. Which are the problems most commonly<br />

encountered? Any suggestions for improvement<br />

• Do you think RIA (as <strong>de</strong>veloped in the UK) could be used as a methodology to assess<br />

the impact of regulation on sustainability?<br />
