RIA evolved?

• How many people work at the Improving Regulation Unit?
• What’s its budget?
• Apart from the Executive staff responsible for the elaboration of RIAs and the
Improving Regulation Unit, which other actors participate in the process? Which
are their functions in the process?
• Are there any services which can act as advisory bodies for the executive staff responsible
for the elaboration of RIAs (example Small Business Service, Office of Fair Trading)?
• Are there any contacts with the British government? Does the executive staff “use”
British services?
• Can departmental economists also participate in the process?
• Check with British process: Do informal consultations take place during the initial
and partial RIA?
• Who selects the actors?
• Which type of actors participate? Which non-governmental actors usually participate?
• Which actors should be involved apart from the ones already involved? Why don’t
they participate? Do citizens participate in the process? How?
• Do you use any techniques to motivate the actors? Capacity-building of other actors
involved in the process.
• When does communication take place? How? (once presented to the Parliament
has to be placed in the IRU website)
• Quality control: Is there an independent governmental body performing this function?
• Are there any training courses for policy officials? Is this training part of the annual
training for civil servants and administrative staff? (Scottish Executive: mostly civil
servants or also temporary personnel?).
• Strong and weak points of the process. Which are the problems most commonly
encountered? Any suggestions for improvement
• Do you think RIA (as developed in the UK) could be used as a methodology to assess
the impact of regulation on sustainability?
