Training regulators in the new capacities required for producing RIA becomes
an essential step in the achievement of high-quality assessments.
d) Using a consistent yet flexible analytical method
Despite the use of different methodologies –cost-benefit analysis, cost-efficiency
analysis, qualitative analyses, etc.– a trend to adopt increasingly rigorous and
standardised methodologies can be seen as the experience and expertise with
RIA increases.
e) Developing and implementing data-collection strategies
It is obvious that the usefulness of RIA depends on the quality of the data used
to assess the impact. Limitations in terms of the availability and quality of the
data are the main limit on analytical precision, for which it is essential to develop
strategies and guides for the ministries.
f) Focusing the efforts of RIA on proposals with considerable impact
It is recommended to apply RIA to all significant legislations, regardless of their
formal legal status. On the other hand, the analytical effort must be proportional
to the impact, for which a RIA process in two phases is recommended, with
an initial scan that determines the need for a subsequent, more exhaustive
analysis, as well as its scope.
g) Integrating RIA in the process of policy creation, starting as early as possible
RIA has to start as early as possible in the political process in order to inform
the decisions and provide inputs throughout the entire process. A recurring
error when it comes to implementing RIA in the practice is to separate RIA from
the political decision-making processes.
h) Widespread involvement of the general public
The involvement of the general public in RIA is essential for increasing
openness and accountability. It is stressed that the consultations should begin
