Training regulators in the new capacities required for producing RIA becomes<br />

an essential step in the achievement of high-quality assessments.<br />

d) Using a consistent yet flexible analytical method<br />

Despite the use of different methodologies –cost-benefit analysis, cost-efficiency<br />

analysis, qualitative analyses, etc.– a trend to adopt increasingly rigorous and<br />

standardised methodologies can be seen as the experience and expertise with<br />

RIA increases.<br />

e) Developing and implementing data-collection strategies<br />

It is obvious that the usefulness of RIA <strong>de</strong>pends on the quality of the data used<br />

to assess the impact. Limitations in terms of the availability and quality of the<br />

data are the main limit on analytical precision, for which it is essential to <strong>de</strong>velop<br />

strategies and gui<strong>de</strong>s for the ministries.<br />

f) Focusing the efforts of RIA on proposals with consi<strong>de</strong>rable impact<br />

It is recommen<strong>de</strong>d to apply RIA to all significant legislations, regardless of their<br />

formal legal status. On the other hand, the analytical effort must be proportional<br />

to the impact, for which a RIA process in two phases is recommen<strong>de</strong>d, with<br />

an initial scan that <strong>de</strong>termines the need for a subsequent, more exhaustive<br />

analysis, as well as its scope.<br />

g) Integrating RIA in the process of policy creation, starting as early as possible<br />

RIA has to start as early as possible in the political process in or<strong>de</strong>r to inform<br />

the <strong>de</strong>cisions and provi<strong>de</strong> inputs throughout the entire process. A recurring<br />

error when it comes to implementing RIA in the practice is to separate RIA from<br />

the political <strong>de</strong>cision-making processes.<br />

h) Wi<strong>de</strong>spread involvement of the general public<br />

The involvement of the general public in RIA is essential for increasing<br />

openness and accountability. It is stressed that the consultations should begin<br />
