Thus, on one hand, the subjects of analysis were chosen for their fundamental<br />

interest, in other words, because they are innovating countries in the implementation<br />

of RIA (United Kingdom and Holland) and therefore have mature methods of application<br />

that are the result of a long process of institutional learning. On the other hand, the<br />

relevance of the case studies in relation to the process was taken into account, in<br />

this case referring to the interest of their organisational <strong>de</strong>sign for Catalonia, either<br />

because they have recent experience of adding RIA to their administrative structure<br />

(as in the case of Italy) or because they are examples of “regional” application of the<br />

assessment (Scotland and Tuscany).<br />

2.2.2. Analytical background<br />

The <strong>de</strong>scriptive analysis revolves around three main aspects: an initial contextualisation<br />

of the introduction of RIA on each political-territorial level analysed, a <strong>de</strong>tailed<br />

presentation of the method of application used in each case and, finally, a statement<br />

of the organisational <strong>de</strong>sign selected in each of the different cases analysed.<br />

Historical <strong>de</strong>velopment of RIA: How has the instrument evolved since it was<br />

introduced? How has the assignment of responsibilities evolved?<br />

Method of application<br />

Reach of the assessment: What kinds of proposals are subjected to assessment?<br />

Types of requirements: Is the need to perform RIA a legislative requirement?<br />

Was it introduced by law?<br />

Formalisation of the methodology: Are there official gui<strong>de</strong>s?<br />

Phases of the process: Is the process structured into phases from least to most<br />

analytical effort required?<br />

Steps to be followed: What steps need to be followed to <strong>de</strong>velop the<br />

methodology?<br />
