One of the objectives at the procedural level would be to achieve <strong>de</strong>centralisation of<br />

the drafting of the ARIS in the various <strong>de</strong>partments since, as mentioned previously,<br />

<strong>de</strong>centralisation ensures horizontal integration of assessment throughout the entire<br />

administration. The ARIS must therefore be drawn up by the officials responsible for<br />

<strong>de</strong>veloping the relevant regulation.<br />

However, this <strong>de</strong>centralisation cannot be achieved from the earliest stages of<br />

introduction. As mentioned before, gradual introduction by steps is recommen<strong>de</strong>d:<br />

a) In an initial step (two years) it is recommen<strong>de</strong>d for the central coordination unit<br />

to assume the role of promoter-executor, so that the team of this unit –with the<br />

collaboration of the <strong>de</strong>partments in charge of the regulation in question–assumes<br />

responsibility for drawing up the ARIS. This would allow the Catalonian<br />

administration to generate its own expertise in the area of ARIS.<br />

b) In a second step (third year), <strong>de</strong>centralisation can begin with a pilot test in a given<br />

<strong>de</strong>partment of the <strong>Generalitat</strong> <strong>de</strong> <strong>Catalunya</strong>. This would require joint drafting of<br />

the ARIS by the Department promoting the regulation and the central unit.<br />

The period of pilot experiments can have a variable duration. In any case, the central<br />

unit, in addition to maintaining its tasks of promotion and coordination, can gradually<br />

lose its role as an executor to take on a role of quality control gui<strong>de</strong>/consultant/manager.<br />

The un<strong>de</strong>rlying i<strong>de</strong>a is for the tasks of drawing up the ARIS and controlling the<br />

quality of the assessment finally to be performed separately, in or<strong>de</strong>r to try to assure<br />

an objective follow-up and review process that is in<strong>de</strong>pen<strong>de</strong>nt from the drafting<br />

process.<br />

Finally, we must not forget to mention that, given the profound change to the<br />

regulatory process implied by an ARIS, it is expected that it would be necessary to<br />

carry out awareness campaigns and to train the entire Administration. These<br />

campaigns must not only <strong>de</strong>al with communicating the contents and method of the<br />

ARIS but rather –to a greater extent– they must be used to trigger a change in the<br />

administrative culture that inclu<strong>de</strong>s using an assessment instrument such as ARIS.<br />
