• What does the Commission understand by major initiatives? (Compare p. 6
Guidelines, why were Green Papers not included?).
• Could IA be considered as a methodology to assess policies? (SEA of policies?)
• If IA is meant for political programmes, it seems to have a high strategic component:
– Do IAs set the framework for future SEAs/RIAs?
– Does the EC later on elaborate RIAs of specific pieces of legislation deriving from
Work Programmes?
• Criteria to judge a governmental action as appropriate: Do they derive from the Lisbon
/Göteborg strategies? (Aren’t they too broad?)
• Since 2003 more than 50 IA have been elaborated in different DGs: is the
methodology still divided into two parts: Preliminary Assessment / Extended Impact
Assessment.? If not: Why?
• If there are two parts: do informal consultations take place during the Preliminary
Assessment and formal consultations during the Extended Impact Assessment?
Which methods are used for consultations?
• When does public communication take place?
• Is there an IA unit? How is the process structured?
• Quality control: Is there an independent unit performing this function?
• Training courses for policy officials (organised by DG Administration and Secretariat
General):
– How often are they carried out?
– In which form?
– Who participates? (all policy officials?)
• Which is the most complex part of the assessment?
• Strong and weak points of the process: Which are the problems most commonly
encountered? Any suggestions for improvements?
