Then, current international practices are examined, focusing on the analysis of a series
of case studies chosen for their relevance to the case of Catalonia (the Netherlands,
the United Kingdom/Scotland, Italy/Tuscany). This focus of this analysis is on how
the various countries/regions have applied assessment in the practice. Finally, based
on an analysis of the regulatory process in Catalonia, the lessons learnt from the analysed
case studies and the work conducted by the European Commission in the framework
of Impact Assessment, an instrument is proposed for assessing regulatory impact
on sustainability in Catalonia, with the aim of setting the foundations for future
developments.
The first chapter of this project presents RIA as an assessment instrument, with its
objectives and main characteristics, in terms of both its substance (contents) and its
process. This tool is also compared with other related impact assessment instruments.
