a considerable impact on the environment, society, the economy or the organisations
that are in charge of implementation and enforcement 5 .
To create an ARIS method for Catalonia, we will base our method on:
1) the guiding principles derived from our comparative analysis
2) the basic aspects of RIAs
3) the steps of the IA of the European Commission, taking into account that this
process with certainly set assessment trends for Europe, and
4) the best practices of the analysed national and sub-national experiments.
In this sense, we propose a methodology in a single phase, built around the following
steps:
Basic contents of an ARIS
1. Definition of the problem
Defining the issue that motivates the intervention
Determining the reach of the problem, identifying:
–reference territorial area
–map of affected players
–the risks entailed: damage and the likelihood of it occurring
Identifying the causes of the problem and possible interrelations between the
various causes
Involvement of the affected players (in order to introduce different visions of
the problem)
2. Identification of political objectives
Defining the political objectives of the intervention at several levels, from lower
to higher level of precision
Quantifying the objectives insofar as possible
Identifying interactions with objectives in the same policy area or other policy areas
Ensuring the involvement of the affected players
