that are in charge of implementation and enforcement 5 .<br />

To create an ARIS method for Catalonia, we will base our method on:<br />

1) the guiding principles <strong>de</strong>rived from our comparative analysis<br />

2) the basic aspects of RIAs<br />

3) the steps of the IA of the European Commission, taking into account that this<br />

process with certainly set assessment trends for Europe, and<br />

4) the best practices of the analysed national and sub-national experiments.<br />

In this sense, we propose a methodology in a single phase, built around the following<br />

steps:<br />

Basic contents of an ARIS<br />

1. Definition of the problem<br />

Defining the issue that motivates the intervention<br />

Determining the reach of the problem, i<strong>de</strong>ntifying:<br />

–reference territorial area<br />

–map of affected players<br />

–the risks entailed: damage and the likelihood of it occurring<br />

I<strong>de</strong>ntifying the causes of the problem and possible interrelations between the<br />

various causes<br />

Involvement of the affected players (in or<strong>de</strong>r to introduce different visions of<br />

the problem)<br />

2. I<strong>de</strong>ntification of political objectives<br />

Defining the political objectives of the intervention at several levels, from lower<br />

to higher level of precision<br />

Quantifying the objectives insofar as possible<br />

I<strong>de</strong>ntifying interactions with objectives in the same policy area or other policy areas<br />

Ensuring the involvement of the affected players<br />

This inclu<strong>de</strong>s the possibility of applying it to legislative instruments that rank lower than the mentioned<br />

instruments but which potentially have consi<strong>de</strong>rable impacts.
