i) Communication of results<br />

The method of communicating the results of the RIA is also important.<br />

Nevertheless, only a small percentage of the countries that consistently use<br />

RIA publish their results.<br />

j) Applying RIA to new and current regulations<br />

Although RIA is also useful when it comes to reviewing current legislations,<br />

few countries use it for ex-post assessment of their regulations. Therefore, it<br />

is consi<strong>de</strong>red to be a priority for future <strong>de</strong>velopments of RIA.<br />

After introducing these 10 principles of a good <strong>de</strong>sign system, it should be pointed<br />

out that, although they can all be consi<strong>de</strong>red to be universal, they must not be<br />

interpreted to be static, since the RIA system is dynamic by nature. It is therefore logical<br />

to expect for the <strong>de</strong>velopment and evolution of the system to generate changes in<br />

the actual system.<br />

1.1.3. RIA as an instrument for sustainable <strong>de</strong>velopment policies?<br />

Until now, we have referred to RIA as an instrument in the field of regulations.<br />

However, while regulation is one if the most important tools available for governments<br />

to implement their policies, it is obvious that it also constitutes a crucial tool for<br />

implementing sustainable <strong>de</strong>velopment policies.<br />

The introduction of sustainable <strong>de</strong>velopment as a holistic political objective creates<br />

new challenges for regulatory instruments. Sustainability must also become an overall<br />

objective of regulation. Thus, in or<strong>de</strong>r to ensure that regulation contributes to<br />

sustainable <strong>de</strong>velopment, beyond assessing the regulation of usual quality standards,<br />

a specific assessment of regulatory impact from the point of sustainable <strong>de</strong>velopment<br />

is necessary.<br />
