Giovani e violenza: oltre <strong>la</strong> repressione.<br />

Buone pratiche a confronto tra europa<br />

e centro america<br />

A young <strong>per</strong>son in Latin America of between 15 and 24 years of age is in more danger<br />

to die assassinated that in any other p<strong>la</strong>ce of the world. This result, described in the<br />

report “Mapa de <strong>la</strong> violencia. Los jovenes de America Latina 2008” has been reach by an<br />

investigation conducted by the Network of Información Latin American Tecnológica (RITLA)<br />

after analyzing 83 countries, among them 16 Latin Americans. In Central America,where<br />

already exists a history of civ<strong>il</strong> wars and a political culture of violence, the situation has<br />

gotten worse by the expulsion of the United States of members of youthful gangs called<br />

maras. Studies of the corre<strong>la</strong>tes of crime have found that the distribution of wealth<br />

in a society is actually more significant than raw poverty in predicting violence levels.<br />

Guatema<strong>la</strong>, Honduras and El Salvador are two of the most unequal regions in the world in<br />

terms of income distribution. Women, ch<strong>il</strong>dren and youngsters are the most vulnerable to<br />

this unfair society. The phenomenon of the youth violence are spreading also in Europe,<br />

especially among young people coming from Latin America, looking for identity and missing<br />

a real integration in the European society. State actors haven’t been quite successful in<br />

formu<strong>la</strong>ting public policies to ensure opportunities for the young generation. Civ<strong>il</strong> society,<br />

both nongovernmental organizations (NGOs) and community based organizations (CBOs),<br />

are increasingly working with a multifaceted and multi-disciplinary approach to involve<br />

youth in genuine processes of local development. The ex<strong>per</strong>iences collected in three<br />

countries of Central America (El Salvador, Guatema<strong>la</strong>, Honduras) and in two countries of<br />

Europe (Italy, Spain) thanks to the project of Soleterre “Beyond repression”, financed by<br />

the European Commission, demonstrate that youngster are first victims of violence and<br />

public institutions could learn how to prevent juven<strong>il</strong>e violence getting new solutions<br />

from the job this young people are doing in their countries.<br />

di morire ammazzato rispetto ad un giovane europeo e l’america <strong>la</strong>tina è di gran<br />

lunga <strong>il</strong> continente più <strong>per</strong>icoloso <strong>per</strong> i giovani. Qui, al contrario che nel resto del mondo,<br />

l’omicidio è un fenomeno soprattutto giovan<strong>il</strong>e. al primo posto nel<strong>la</strong> c<strong>la</strong>ssifica dei giovani<br />

morti <strong>per</strong> omicidio c’è el salvador, che ne conta 92.3 ogni 100.000 abitanti. al quarto posto<br />

c’è <strong>il</strong> Guatema<strong>la</strong>, con 55.4.<br />
