a network for the european cooperation in the
research and study on Youth Delinquency and the
role of Juvenile Justice

By its opinion “The prevention of juvenile delinquency. Ways of dealing with juvenile
delinquency and the role of the juvenile justice system in the European Union” released
on 15 March 2006 the European Economic and Social Committee called for a common
policy in matters of youth delinquency and juvenile justice also by setting up a European
Observatory on juvenile delinquency. This would facilitate not only the study of this
phenomenon, but would also help to disseminate the results and provide advice and
support for the competent authorities and institutions, i.e. the decision-makers, to
adopt successful policies and strategies.
the resolution issued by the european parliament on 21 June 2007 “Juvenile
delinquency, the role of women, the family and society”, recommended the Commission,
in preparing the way for the european Juvenile delinquency observatory and the related
framework programme, to forthwith propose the following measures for the promotion
and dissemination of experience and know-how: a joint survey and dissemination of the
results of national policies, the organisation of conferences and platforms (forums) with the
participation of national experts, the promotion of communication and information between
the competent authorities and Community bodies via the internet and the creation of a web
page specialising in these matters, the establishment of an international centre of excellence.
the Bureau iv of the italian Juvenile Justice department, set up by a Minister’s decree
on 16 May 2007, with its european research Center and european data Bank in Nisida
on the phenomenon of youth delinquency in europe, aims at promoting, directing and
supervising research, study and activities upon youth deviance, at an international level. its
main institutional objectives are the following:
– developing and disseminating the added value of “common practices” on juvenile
delinquency to identify the most appropriate approach and methods to fight
against youth crime as well as to ensure the visibility, circulation and exchange of
know-how at an international level;
– enhancing the knowledge of and the supervision on the progress of juvenile
penal systems in europe through the creation of a domestic and international
documentary center on the operation of european youth criminal systems;
– creating a data bank on youth deviance through the search, analysis and monitoring
of the individual characteristics of youth delinquency in europe;
– promoting the study and the social analysis on the conditions of marginalization
and social distress causing anti-social behaviours and forms of youth crimes in
europe, by involving academicians and policy-makers.
